 We expect the temporary traffic controls for work on Lusted Road east of the intersection with Altman Road to restart mid-week or the following week. Meanwhile, crews will be working in the pipeline staging area along Altman Road between Lusted Road and Oxbow Drive, but no traffic impacts are anticipated.
Work on Lusted Road near the county line is picking back up and single-lane traffic controls are expected for several weeks. After crews complete the temporary road widening in January, there will be exploration work of the existing pipelines in this same area to help plan for future system tie ins.
Single-lane traffic controls include:

Lusted Road (between Hosner Road and Altman Road): Flagged one-way westbound traffic while crews install water lines on the south side of Lusted Road between the intertie site and Altman Road intersection. Eastbound traffic will be detoured to Oxbow Drive or Dodge Park Boulevard--school buses and farm traffic will be flagged through west to east during shift hours as needed.

Lusted Road (near county line): Single-lane closure with flagged two-way traffic to allow for temporary widening within the Lusted Road right-of-way.
What to expect:
- Signage and temporary traffic controls to direct traffic
- Local and emergency access will be maintained
- Flaggers will prioritize school buses and farm traffic
- Normal traffic flow will resume outside shift hours
Note: Temporary daytime closure of the Altman Road/Lusted Road intersection is expected between January 15 and 24. Temporary daytime closure of Pipeline Road near the Altman Road intersection is expected between January 13 and 17. We also anticipate temporary closure of Oxbow Drive near the intersection with Altman Road in February.

Construction activity for week beginning January 6, 2025
Construction work hours will be between 7 a.m. and 6 p.m., Monday through Saturday. Deliveries and work to prepare or secure the sites for the day may occur outside of these hours.
Work at the filtration facility site includes:
- Off-hauling both clean and contaminated soils to permitted disposal locations using approved haul routes (Mon-Sat)
- Delivering equipment and materials, including large piping and materials for backfilling
- Installing sheet piles to create in-ground retaining walls (vibration and metal noise)
- Ramping up concrete work and beginning to pour pipe encasements, deep sumps, and building slabs
- Ongoing installation of piping and some excavation and grading for various facilities
- Installing guide wall for pipeline shaft in southeast corner of site

- 24-hour site security
- Increased traffic near the site
- Construction noise and vibration near the site
- Street sweeper operating on Carpenter Lane
Work at the finished water pipeline site on Carpenter Lane includes:
- Excavating pipeline shaft and installing caisson

Work at the raw water pipeline/tunnel site on Lusted Road near the Clackamas/Multnomah county line includes:
- Delivering equipment and materials to the site
- Excavating pipeline portal and installing soldier piles

- Flaggers for traffic safety when vehicles are entering and exiting the site
- Construction noise and vibration near the site
- Street sweeper operating on Lusted Road
