FERC Issues Study Plan Determination
The Federal Energy Regulatory Commission (FERC) has issued a Study Plan Determination as part of the Portland Hydroelectric Project relicensing process.
Of the five studies proposed by the City of Portland, FERC staff approved two as proposed and approved three with modifications. An additional study requested by license participants is required as filed, another is required with modifications, and two are not required.
- CR-01 Archaeological Resources Study
- CR-02 Properties with Traditional Religious and Cultural Importance Study
- FA-01 Fish Entrainment Study
- FA-02 Reservoir Fish eDNA Sampling Study
- TR-01 Special-status Amphibian and Aquatic Reptile Study
- Stream flow and Temperature Modeling
- Freshwater Mussel Surveys
The City will provide periodic progress reports as the studies move forward, including holding two meetings to provide updates on study implementation.

The City of Portland is the licensee and operator of the Portland Hydroelectric Project (PHP), located about 25 miles east of Portland, Oregon, on the Bull Run River. The City’s existing Federal Energy Regulatory Commission (FERC) license for the PHP expires in 2029. To continue operating the PHP after 2029, the City is required to complete a 5+ year relicensing process, which it initiated in December 2023.
