Crews are beginning work to widen the east side of Altman Road, between Pipeline Road and Lusted Road, within the public right-of-way. This will help with traffic management during upcoming pipeline construction, including installation of new Pleasant Home Water District water mains later this year.
Work continues to improve the facility site access on Cottrell Road between Carpenter Lane and Dodge Park Boulevard. Paving of this part of Cottrell is planned over two Saturdays (“first lift” paving on Oct. 5 and “top lift” paving on Oct. 12), followed by shoulder work and hydroseeding.
With the improvements to the Carpenter Lane facility access wrapping up, contractors are now ready to start off-hauling stockpiled clean soils from the site.
Single-lane closures and traffic controls include:
- Altman Road - between Pipeline Road and Lusted Road
- Carpenter Lane - east of Cottrell Road
- Cottrell Road - between Dodge Park Boulevard and Carpenter Lane (including Saturday Oct. 5 and Saturday Oct. 12)
What to expect:
- Signage and flaggers to direct traffic
Construction activity for week beginning October 7, 2024
Construction work hours will be between 7 a.m. and 6 p.m., Monday through Saturday. Deliveries and work to prepare or secure the sites for the day may occur outside of these hours.
Work at and near the filtration facility site includes:
- Off-hauling clean soils from the facility site
- Ongoing work on Carpenter Lane (east of Cottrell Road) and on Cottrell Road (between Carpenter Lane and Dodge Park Boulevard)
- Site preparation for pipeline installation on City-owned property on north side of Carpenter Lane
- Delivering equipment and materials to the facility site
- Building temporary construction roads at the facility site
- Excavating and grading with heavy machinery into the southeast stockpile area at the facility site
- Installing sheet piles to create an in-ground retaining wall (vibration and metal noise through October)
- Operating water trucks onsite for dust control
- Stabilizing soils, including use of tackifier, to keep soil and dust from leaving stockpiles
What to expect:
- 24-hour site security
- Increased traffic near the site
- Signage and flaggers directing traffic
- Construction noise and vibration near the site
- Street sweeper operating on Carpenter Lane
- Contractor will suspend activities to allow emergency access and local residents access to their property
Work at the raw water pipeline/tunnel site on Lusted Road near the Clackamas/Multnomah county line includes:
- Mobilizing equipment to site
- Clearing, grubbing, and tree removal
- Installing site perimeter fencing
- Installing sound curtain at tunnel site (through mid-October)
- Building work site access road
What to expect:
- Increased traffic near the site
- Flaggers for traffic safety when vehicles are entering and exiting the site
- Construction noise and vibration near the site
- Street sweeper operating on Lusted Road
Work at the finished water intertie site and in the City-owned easement east of Altman Road between Lusted Road and Dodge Park Boulevard includes:
- Construction survey
- Mobilizing equipment to site
- Installing erosion control measures
What to expect:
- Increased traffic near the site
- Flaggers for traffic safety when vehicles are entering and exiting the site
- Construction noise and vibration near the site
- Street sweeper operating on Lusted Road
Work in the public right-of-way on Lusted Road and on Altman Road, between Pipeline Road and Lusted Road, includes:
- Road widening on the east side of Altman Road
- PGE working clearance along Lusted Road
