Look for traffic controls early in the week when crews pave the recently widened part of Lusted Road, east of the Altman intersection. Following that, crews will begin work to widen part of Altman Road, between Pipeline Road and Lusted Road, in preparation for upcoming pipeline construction. The work on Altman will include coordination with adjacent property owners and other utilities in the right-of-way and is expected to continue through October.
Last week, the contractors wrapped up paving work on Carpenter Lane, east of Cottrell Road, to help provide safe construction access to the filtration facility site for all road users. Some work is ongoing on Carpenter Lane and Cottrell Road to Dodge Park Boulevard to improve traffic and work zone safety, including paving on Cottrell Road.
Single-lane closures and traffic controls include:
- Lusted Road - east of Altman Road
- Altman Road - between Pipeline Road and Lusted Road
- Carpenter Lane - east of Cottrell Road
- Cottrell Road - between Dodge Park Boulevard and Carpenter Lane (including Saturday 10/5)
Construction activity for week beginning Sept. 30, 2024
Construction work hours for the week beginning September 30 will be between 7 a.m. and 6 p.m., Monday through Saturday. Deliveries and work to prepare or secure the sites for the day may occur outside of these hours.
Work at and near the filtration facility site includes:
- Road work on Carpenter Lane (east of Cottrell Road), including overhead utilities, shoulder work, and landscaping
- Road work on Cottrell Road (between Carpenter Lane and Dodge Park Boulevard), including overhead utilities, excavation and tree removal, and paving October 5
- Site preparation for pipeline installation on City-owned property on north side of Carpenter Lane
- Delivering equipment and materials to the facility site, including temporary offices
- Assembling construction crane and excavating crane pad
- Building temporary construction roads at the facility site
- Excavating and grading with heavy machinery into the southeast stockpile area at the facility site
- Installing sheet piles to create an in-ground retaining wall (vibration and metal noise through October)
- Operating water trucks onsite for dust control
- Stabilizing soils, including use of tackifier, to keep soil and dust from leaving stockpiles
What to expect:
- 24-hour site security
- Increased traffic near the site
- Signage and flaggers directing traffic
- Street sweeper operating on Carpenter Lane
- Construction noise and vibration near the site
- Contractor will suspend activities to allow local residents access to their property
Work at the raw water pipeline/tunnel site on Lusted Road near the Clackamas/Multnomah county line includes:

- Clearing, grubbing, and tree removal

Work in public right-of-way along parts of Lusted and Altman roads includes:
- Paving on part of Lusted Road (east of Altman Road) to widen the road within the existing public right-of-way
- Relocating some mailboxes on Lusted Road in coordination with USPS and property owners
- Survey on Altman Road
- After paving on Lusted, beginning widening work on Altman within the existing right-of-way
- PGE working clearance along Lusted Road

- Traffic controls, signage, and flaggers where work is occurring
