Crews are working on the south side of Lusted Road, east of the Altman intersection, to help prepare for upcoming pipeline construction. This includes clearing, grubbing, and preparing to widen the road within the existing public right-of-way to help accommodate traffic during pipeline construction.
Finishing work will continue along parts of Lusted Road, Altman Road, and Hosner Road including installing shoulder rock and striping.
Work to improve the Carpenter Lane access to the filtration facility site is ongoing, including paving the road and the temporary pedestrian path on Carpenter Lane and installing retaining wall and right turn lane at Dodge Park Boulevard and Cottrell Road.
Single-lane closures and traffic controls, including:
- Lusted Road - Altman to Hosner roads
- Altman Road - Lusted Road to county line
- Hosner Road - Oxbow Drive to Lusted Road
- Carpenter Lane - east of Cottrell Road
- Cottrell Road - between Dodge Park Boulevard and Carpenter Lane
- Dodge Park Boulevard/Cottrell Road intersection
Construction activity for week beginning Sept. 9, 2024
Construction work hours for the week beginning September 9 will be between 7 a.m. and 6 p.m., Tuesday through Saturday. Deliveries and work to prepare or secure the sites for the day may occur outside of these hours.
Work at and near the filtration facility site includes:
- Mobilizing temporary offices to facility site (four to six weeks)
- Ongoing utility relocation and paving on Carpenter Lane (east of Cottrell Road) and on Cottrell Road (between Carpenter Lane and Dodge Park Boulevard)
- Installing retaining wall and right turn lane at Dodge Park Boulevard and Cottrell Road
- Site staging at City-owned property on north side of Carpenter Lane
- Installing sheet piles at the facility site
- Building temporary construction roads at the site
- Excavating and grading with heavy machinery into the southeast stockpile area
- Operating water trucks onsite for dust control
- Stabilizing soils, including use of tackifier, to keep soil and dust from leaving stockpiles
What to expect:
- 24-hour site security
- Increased traffic near the site
- Signage and flaggers directing traffic
- Construction noise and vibration near the site
- Light wetting of Carpenter Lane to keep dust down
- Street sweeper operating on Carpenter Lane
- Contractor will suspend activities to allow emergency access and local residents access to their property
Work at the raw water pipeline/tunnel site on Lusted Road near the Clackamas/Multnomah county line includes:
- Mobilizing construction equipment to site
- Clearing, grubbing, and tree removal
- Installing noise barrier wall at tunnel site
- Constructing work site access road
What to expect:
- Increased traffic near the site
- Flagging for traffic safety when vehicles are entering and exiting the site
- Construction noise and vibration near the site
- Street sweeper operating on Lusted Road
Work in public right-of-way along parts of Altman Road and Lusted Road and in the City-owned easement between Lusted Road and Dodge Park Boulevard east of Altman Road:
- Initial work to widen Lusted Road within the right-of-way to help accommodate traffic during upcoming pipeline work
- Installing shoulder rock and striping parts of Lusted Road, Altman Road, and Hosner Road
- PGE working clearance along Lusted Road
What to expect:
- Traffic controls, signage, and flaggers to direct traffic where work is occurring
- Full closures with detours for through traffic on Altman Road

Bull Run Filtration Coffee with the Contractor
The Water Bureau will host an informal drop-in session where Bull Run Filtration Project neighbors can chat with representatives of the facility and pipeline construction teams, ask questions, and hear about recent progress and upcoming work. There is no presentation, so stop in anytime between 9-10am.
