Full road closures with intermittent noise for "fix-it-first" pavement improvements, including:
1. Lusted Road - Cottrell Road to east of Altman Road intersection (Lusted Road Detour Map) • 8/26-27 full closure 7 a.m.-7 p.m.
2. Altman Road - Dodge Park Boulevard to county line (South Altman Road Detour Map) • 8/26 full closure 7 a.m.-7 p.m. • 8/27-29; full closure all day and night • 8/30 full closure 7 a.m.-7 p.m.
3. Hosner Road - Oxbow Drive to Lusted Road (Hosner Road Detour Map) • 8/28-29 full closure 7 a.m.-7 p.m.
4. Altman Road - Lusted Road to Dodge Park Boulevard (North Altman Road Detour Map) • 8/28 full closure 7 a.m.-7 p.m. • 8/29-31 full closure until 8/31 5 p.m. • 8/31 5 p.m. - 9/4 7 a.m. unpaved (sand) road open; 15 mph speed limit • 9/4 full closure for paving 7 a.m.-7 p.m.
Lane closures and intermittent noise for road widening, pedestrian path installation, and pavement improvements, including:
5. Carpenter Lane - east of Cottrell Road, Cottrell Road - between Dodge Park Boulevard and Carpenter Lane, and the Dodge Park Boulevard/Cottrell Road intersection (Access Improvements Traffic Control Plan)
- Weekdays 7a-6p through 9/30
Construction activity for week beginning Aug. 26, 2024
Construction work hours for the week beginning August 26 will be between 7 a.m. and 6 p.m., Monday through Saturday. Deliveries and work to prepare or secure the sites for the day may occur outside of these hours.
Work at and near the filtration facility site includes:
- Installing sheet piles at the facility site (metal pounding noise for about four weeks)
- Road widening and paving on Carpenter Lane east of Cottrell Road
- Pedestrian access path paving
- Site staging at City-owned property on north side of Carpenter Lane
- Excavating and grading with heavy machinery into the southeast stockpile area at the facility site
- Delivering equipment and materials to the site
- Operating water trucks onsite for dust control
- Stabilizing soil, including use of tackifier, to keep soil and dust from leaving stockpiles
What to expect:
- 24-hour site security
- Increased traffic near the site
- Signage and flaggers directing traffic
- Construction noise and vibration near the site
- Light wetting of Carpenter Lane to keep dust down
- Street sweeper operating on Carpenter Lane
Work at the raw water pipeline/tunnel site on Lusted Road near the Clackamas/Multnomah county line includes:
- Mobilizing construction equipment to the site
- Construction survey and layout
- Clearing, grubbing, and tree removal
- Installing site perimeter fencing
- Installing tree protection fencing and erosion control measures
- Installing wheel wash to reduce track out from site
- PGE working clearance along Lusted Road
What to expect:
- Increased traffic near the site
- Flagging for traffic safety when vehicles are entering and exiting the site
- Construction noise and vibration near the site
- Street sweeper operating on Lusted Road
Work in the City-owned easement between Lusted Road and Dodge Park Boulevard east of Altman Road:
- Construction survey
- Installing erosion control measures
What to expect:
Work in the public right-of-way along parts of Altman Road, Lusted Road, Oxbow Drive, and Hosner Road includes:
- Full road closures for "fix-it-first" pavement improvements (see details above)
What to expect:
- Traffic control signage and flaggers to direct traffic
- Intermittent construction noise
- Local and emergency access only during road closures for paving improvements.

Bull Run Filtration Coffee with the Contractor
The Water Bureau will host an informal drop-in session where Bull Run Filtration Project neighbors can chat with representatives of the facility and pipeline construction teams, ask questions, and hear about recent progress and upcoming work. There is no presentation, so stop in anytime between 9-10am.
