Paving improvements are ongoing to local roads in the project area that will be used by construction traffic.
In mid-September, we expect work to begin road widening and installation of new Pleasant Home Water District water lines in parts of Lusted Road and Altman Road.
Traffic impacts
Full road closures with intermittent noise for "fix-it-first" pavement improvements, including:
- Lusted Road - Cottrell Road to east of Altman Road intersection - paving complete!

- Road open with 15 mph speed limit 8/30 7pm-9/4 7am
- 9/4-9/5 full closure for paving 7am-7pm

- Unpaved (sand) road open with 15 mph speed limit 8/31 5pm-9/4 7am
- 9/4-9/5 full closure for paving 7am-7pm
Lane closures and intermittent noise for pavement improvements and installation of retaining wall and right turn lane, including:

Carpenter Lane - east of Cottrell Road, Cottrell Road - between Dodge Park Boulevard and Carpenter Lane, and the Dodge Park Boulevard/Cottrell Road intersection (Access Improvements Traffic Control Plan)
Construction activity for week beginning Sept. 2, 2024
Construction work hours for the week beginning September 2 will be between 7 a.m. and 6 p.m., Tuesday through Saturday (no work is planned on Labor Day). Deliveries and work to prepare or secure the sites for the day may occur outside of these hours.
Work at and near the filtration facility site includes:
- Relocating utilities and paving on Carpenter Lane (east of Cottrell Road) and on Cottrell Road (between Carpenter Lane and Dodge Park Boulevard)
- Paving temporary pedestrian access path 9/4
- Installing retaining wall and right turn lane at Dodge Park Boulevard and Cottrell Road
- Site staging at City-owned property on north side of Carpenter Lane
- Installing sheet piles at the facility site (vibration and metal noise for about four weeks)
- Building temporary construction roads at the site
- Excavating and grading with heavy machinery into the southeast stockpile area
- Operating water trucks onsite for dust control
- Stabilizing soils, including use of tackifier, to keep soil and dust from leaving stockpiles
What to expect:
- 24-hour site security
- Increased traffic near the site
- Signage and flaggers directing traffic
- Construction noise and vibration near the site
- Light wetting of Carpenter Lane to keep dust down
- Street sweeper operating on Carpenter Lane
- Contractor will suspend activities to allow local residents access to their property
Work at the raw water pipeline/tunnel site on Lusted Road near the Clackamas/Multnomah county line includes:
- Mobilizing construction equipment to site
- Construction survey and layout
- Clearing, grubbing, and tree removal
- Installing site perimeter fencing
- Installing tree protection fencing and erosion control measures
- Installing noise barrier wall at tunnel site
- Installing wheel wash to reduce track out from site
- Constructing work site access road
What to expect:
- Increased traffic near the site
- Flagging for traffic safety when vehicles are entering and exiting the site
- Construction noise and vibration near the site
- Street sweeper operating on Lusted Road
Work in public right-of-way along parts of Altman Road and Lusted Road and in the City-owned easement between Lusted Road and Dodge Park Boulevard east of Altman Road:
- Road closures for paving on parts of Altman Road (see traffic impacts above)
- Potholing and installation of silt fence on north side of Lusted Road east of Altman Road
- Construction survey
What to expect:
- Traffic controls, signage, and flaggers to direct traffic where work is occurring
- Full closures with detours for through traffic on Altman Road

Bull Run Filtration Coffee with the Contractor
The Water Bureau will host an informal drop-in session where Bull Run Filtration Project neighbors can chat with representatives of the facility and pipeline construction teams, ask questions, and hear about recent progress and upcoming work. There is no presentation, so stop in anytime between 9-10am.

The Bull Run Filtration Project will remove Cryptosporidium and other contaminants from the Bull Run water supply, producing cleaner, safer water for the one million people who use our water now and for future generations. The project is required by the federal Safe Drinking Water Act and must be in operation by September 30, 2027, through a bilateral compliance agreement with the Oregon Health Authority.
