Improvements to the facility site access on Carpenter Lane are ongoing, including work to relocate utilities and widen and begin paving the north side of the road.
Preparations are also underway for pavement improvements on local roads in the project area that will be used by construction traffic. This includes:
- Altman Road (between Lusted Road and Dodge Park Boulevard, and between Dodge Park Boulevard and the county line)
- Hosner Road (between Oxbow Drive and Lusted Road)
- Lusted Road (between Cottrell Road and east of Altman Road)

Construction activity for week beginning Aug. 19, 2024
Construction work hours for the week beginning August 19 will be between 7 a.m. and 6 p.m., Monday through Saturday. Deliveries and work to prepare or secure the sites for the day may occur outside of these hours.
Work at and near the filtration facility site includes:
- Relocating utilities on Carpenter Lane (east of Cottrell Road) and on Cottrell Road (between Carpenter Lane and Dodge Park Boulevard)
- Widening and paving north side of Carpenter Lane and temporary pedestrian access path (east of Cottrell Road), preparing to pave south side
- Delivering equipment and materials to the site
- Building temporary construction roads at the site
- Excavating and grading with heavy machinery into the southeast stockpile area at the facility site
- Operating water trucks onsite for dust control
- Stabilizing soil, including use of tackifier, to keep soil and dust from leaving stockpiles
What to expect:
- 24-hour site security
- Increased traffic near the site
- Construction noise and vibration near the site
- Light wetting of Carpenter Lane to keep dust down
- Street sweeper operating on Carpenter Lane
Work at the raw water pipeline/tunnel site on Lusted Road near the Clackamas/Multnomah county line includes:
- Mobilizing construction equipment to the site
- Construction survey and layout
- Clearing, grubbing, and tree removal
- Installing site perimeter fencing
- Installing tree protection fencing and erosion control measures
- PGE working clearance along Lusted Road
What to expect:
- Increased traffic near the site
- Flagging for traffic safety when vehicles are entering and exiting the site
- Construction noise and vibration near the site
- Street sweeper operating on Lusted Road
Work in the public right-of-way along parts of Altman Road, Lusted Road, Oxbow Drive, and Hosner Road includes:
- Preparing for pavement improvements on Altman Road, Hosner Road, and Lusted Road
- Completing survey and installing erosion control measures
- PGE working clearance along Lusted Road
What to expect:
- Survey crews on foot
- Traffic control signage for road work and additional notice once schedules are confirmed

Bull Run Filtration Coffee with the Contractor
The Water Bureau will host an informal drop-in session where Bull Run Filtration Project neighbors can chat with representatives of the facility and pipeline construction teams, ask questions, and hear about recent progress and upcoming work. There is no presentation, so stop in anytime between 9-10am.
