Traffic and sound impacts
Exploratory excavations using a vacuum truck to locate utilities and other work along parts of Carpenter Lane, Cottrell Road, and Dodge Park Boulevard will continue the week of July 29. This work is needed to prepare for updating these roads to Multnomah County roadway standards, including widening the pavement, resurfacing the asphalt, and adding a gravel shoulder.
Crews will also start construction at the raw water/tunnel site off Lusted Road near the Clackamas/Multnomah county line the week of July 29.
What to expect

Weekdays, July 29 - August 2 7 a.m.-6 p.m.

There will be intermittent noise, typically ranging from 75 to 90 dBA (similar to the sound level of a medium-sized tractor).

Temporary lane closures with flaggers to direct traffic.

Construction activity for week beginning July 29, 2024
Construction work hours for the week beginning July 29 will be between 7 a.m. and 6 p.m., Monday through Saturday. Deliveries and work to prepare or secure the sites for the day may occur outside of these hours.
Work at and near the filtration site includes:
- Completing exploratory excavations using a vacuum truck to locate utilities along parts of Carpenter Lane, Cottrell Road, and Dodge Park Boulevard
- Trenching and installation of utility conduits (PGE, Ziply, Comcast) on Carpenter Lane
- Widening on north side of Carpenter Lane for pedestrian access path
- Delivering equipment and materials to the filtration facility site
- Installing site perimeter security fencing
- Building temporary construction roads at the facility site
- Installing temporary water utilities at the facility site
- Excavating and grading with heavy machinery into the southeast stockpile area at the facility site
- Operating water trucks onsite for dust control
- Soil stabilization including the use of tackifier to keep soil and dust from leaving stockpiles
What to expect:
- 24-hour security at the filtration site
- Increased traffic near the facility site
- Construction noise and vibration near the site
- Light wetting of Carpenter Lane to keep dust down
- Street sweeper operating on Carpenter Lane
Work for the filtration pipelines includes:
- Raw water pipeline/tunnel site off Lusted Road near the Clackamas/Multnomah county line:
- Mobilizing construction equipment to site
- Construction survey and layout
- Clearing, grubbing, and tree removal
- Installing site perimeter fencing
- Installing tree protection fencing and erosion control measures
- PGE working clearance along Lusted Road
What to expect:
- Increased traffic near the raw water/tunnel site
- Construction noise and vibration near the site
- Street sweeper operating on Lusted Road

Bull Run Filtration Coffee with the Contractor
The Water Bureau will host an informal drop-in session where Bull Run Filtration Project neighbors can chat with representatives of the facility and pipeline construction teams, ask questions, and hear about recent progress and upcoming work.

The Bull Run Filtration Project will remove Cryptosporidium and other contaminants from the Bull Run water supply, producing cleaner, safer water for the one million people who use our water now and for future generations. The project is required by the federal Safe Drinking Water Act and must be completed by September 30, 2027, through a bilateral compliance agreement with the Oregon Health Authority.
