Traffic and sound impacts
Next week, our contractors will continue conducting exploratory excavations using a vacuum truck to locate utilities and additional work along parts of Carpenter Lane, Cottrell Road, and Dodge Park Boulevard. This work is needed to prepare for updating these roads to Multnomah County roadway standards, including widening the pavement, resurfacing the asphalt, and adding a gravel shoulder.

There will be intermittent noise, typically ranging from 75 to 90 dBA (similar to the sound level of a medium-sized tractor).

Construction activity for week beginning July 22, 2024
Construction work hours for the week beginning July 22 will be 7 a.m. and 6 p.m., Monday through Saturday. Deliveries and work to prepare or secure the site for the day may occur outside of these hours.
Work at and near the filtration site includes:
- Exploratory excavations using a vacuum truck to locate utilities and road improvements prep along parts of Carpenter Lane, Cottrell Road, and Dodge Park Boulevard
- Installation of tree protection fencing and erosion control measures on Carpenter Lane, Cottrell Road, and Dodge Park Boulevard
- Utility relocates on Carpenter Lane east of the Cottrell Road
- Moving equipment to the filtration facility site
- Installing security fencing around the perimeter of the site
- Building temporary construction roads at the facility site
- Installation of temporary water utilities at the facility site
- Heavy machinery excavating and grading into the SE stockpile area
- Soil stabilization including the use of tackifier to keep soil from leaving stockpiles
What to expect:
- 24-hour security at the filtration site
- Increased traffic near the facility site
- Filling of water trucks at the intersection of Carpenter and Cottrell
- Street sweeper operating on Carpenter Lane
- Light wetting of Carpenter Lane to keep dust down on the road
- Construction noise and vibration near the site
Work for the filtration pipelines includes:
- PGE working clearance along Lusted Road near Altman Road
What to expect:
- Temporary lane closures with PGE flaggers directing traffic on Lusted and Altman roads.

Bull Run Filtration Coffee with the Contractor
The Portland Water Bureau will host an informal drop-in session where Bull Run Filtration Project neighbors can chat with representatives of the facility and pipeline construction teams, ask questions, and hear about recent progress and upcoming work.

The Bull Run Filtration Project will remove Cryptosporidium and other contaminants from the Bull Run water supply, producing cleaner, safer water for the one million people who use our water now and for future generations. The project is required by the federal Safe Drinking Water Act and must be completed by September 30, 2027, through a bilateral compliance agreement with the Oregon Health Authority.
