Filtration breaks ground!
On June 3, the Portland Water Bureau construction contractors for the Filtration facility, MWH-Kiewit, began moving equipment to the Filtration site. Throughout the month, the team made a lot of progress—installing erosion control measures, clearing, grubbing, excavating, and starting to install perimeter fencing and temporary roads on site. Local utilities have also been working on Carpenter Lane to prepare for our contractors to widen and resurface the road prior to beginning to haul soil offsite.
The construction team plans to start the Carpenter Lane improvements next month and will continue preparing the site to begin constructing facilities.
DEQ considering beneficial use of site soil
As part of the project’s design and construction, the Portland Water Bureau evaluated soil to be excavated within the project boundaries to determine whether it would be considered clean fill. The sampling identified low levels of pesticides in the top eighteen inches of soil. These pesticides are frequently detected on agricultural properties in this area and across the country. Pesticide levels found in the topsoil were well below the Department of Environmental Quality (DEQ) human health risk-based concentrations. However, the soil contains several pesticide compounds that exceed screening levels that protect ground-feeding birds and mammals.
The Water Bureau submitted applications for Beneficial Use Determinations (BUDs) to re-use this top layer of soil as fill within the project boundaries. In potential habitat locations, the Water Bureau is proposing to place a cap of clean fill over the re-used material. DEQ is accepting public comment through July 26, 2024. What’s happening over the next week:
Work hours are typically between 7am-6pm, Monday-Saturday for construction activity on site. Deliveries and work to prepare or secure the site for the day may occur outside of these hours. No construction activity is planned at the filtration site July 4-7.

- Improving Carpenter Lane, Cottrell Road, and Dodge Park Boulevard to County standards (start date TBD)
- Exploratory excavations to locate utilities along parts of Altman Road, Lusted Road, and Oxbow Drive (start date TBD)
- Fix-it-First Road Improvements along parts of Altman Road, Lusted Road, Cottrell Road, and Hosner Road prior to use during construction. These roads are designated as haul or detour routes for construction traffic (start date TBD).
