City announces name and structure for Portland’s new permitting bureau
Portland Permitting and Development will issue permits for a wide range of development projects, including construction, home improvements and tree work.

Development Services is pleased to offer plans for detached ADUs that meet certain building code requirements. They also support the City’s housing goals and the bureau’s equity goals. Homeowners considering building a detached ADU can use these free plans and save time in the permitting process.

The purpose of the rule is to provide guidance for processing requests to reduce existing liens on properties resulting from an enforcement action taken pursuant to Portland City Code. Comments are accepted until 5 p.m. on Wednesday, May 29.

Environmental Services revised its Middle Housing Land Division (MHLD) shared sewer policy to alleviate significant constraints on limited space in the right-of-way that pose challenges for constructing necessary utilities. All development projects proposing an MHLD are now eligible to construct a shared sewer, regardless of the number of units.Â

The City of Portland Water Bureau has updated its meter sizing policy for residential projects (single- and multi-family) to follow guidelines published in the 2023 Oregon Plumbing Specialty Code (Appendix M).
This is a new methodology for estimating water demand for residential uses and assumes that water efficient fixtures and appliances have been installed.Â
Applicants will now calculate the demand flow of the project using the IAPMO Water Demand calculator and use the Residential Meter Request Form to report the results and request their water meter. This policy is already incorporated into the new online NSFR application process. Â

The Portland Bureau of Transportation (PBOT) is requesting comments on updates to two administrative rules (TRN-3.450 and TRN-10.03), which are currently in the public outreach phase. The rules delegate fee waiver authority to the PBOT director (TRN-3.450) and establish clear criteria for waiving temporary street use fees for affordable housing projects (TRN-10.03). If you have any comments, please send them to pbotpolicycomments@portlandoregon.gov by 5 p.m. on June 14.
