COMMUNITY DEVELOPMENT & PLANNING DEPARTMENT
Clark Park Pavilion Replacement! The pavilion at Clark Park is finally being reconstructed thanks to a significant donation by Molalla Communications Company! The public works crew began demolition work on April 21,2025 and will begin on groundwork within the next week. Soon after, Lantz Construction will prioritize expanding the concrete pad and rebuilding the pavilion. The new pavilion is projected to be completed in late May and early June.
 Yelkus Park Construction set to Begin! The groundbreaking for Molalla’s newest park was held on April 22, 2025. The new park is slated for construction beginning in early May. Phase I includes a Coyote/Grizzly- themed playground in honor of the Molalla Tribe's foundational story and the last Chief of the Molalla Tribe, Henry Yelkus, for whom the park is named. Phase I will also include educational and instructive signage, a new parking lot, an ADA restroom enclosure, ADA picnic tables, benches, bike racks, trash cans, lighting, water service, and landscaping. Phase II has not yet been scheduled but is designed for placement of a raised wetland path throughout the park grounds.
PLANNING DEPARTMENT
Over the past month, Molalla Planning has made major developments in its long-range planning efforts. Major milestones include:
- Passing an ordinance to adopt an Economic Opportunities Analysis. The document describes economic trends in Molalla and the surrounding region, identifies target industries that are likely to locate in Molalla, evaluates current land supply for employment lands, projects land surpluses and shortages over a 20-year planning period. The document is the first update to Molalla’s EOA in over 20 years and its findings will support the City’s efforts to meet employment land needs.
- Passing a resolution to adopt a Housing Production Strategies document. This document builds on findings from the Housing Needs Analysis completed by the City in 2023 and identifies a list of strategies developed by the community, an advisory board, and City Council to help the City meet needed housing targets. Adopted strategies will be researched, adopted by Council as necessary, and implemented within an 8-year planning period from document adoption.
- Passing an efficiency measures ordinance that removed red tape for accessory dwelling unit approvals and changed zoning and comprehensive plan map designations to address land surpluses and deficits identified in the City’s Housing Needs Analysis and Economic Opportunities Analysis mentioned above.

WASTEWATER TREATMENT PLANT
PROJECTS: 1161: Forms are being placed for the Sequencing Batch Reactor and Aerobic Digesters.
1155: Control Building site has been dug out and getting the dirt out of the way so that the building footing can start going into place.
1162: Control Building pad is ready to have plumbing and electrical trenched into place.
1091 & 1048: Redirecting plumbing: when plants are upgraded changes in flow paths or system changes may require rerouting the plumbing.
WATER TREATMENT PLANT
PROJECTS: 20240408 & 10: Cleaning the stain build up on the Trident Media Filters.
1157: Matt conducts pH analysis as a part of the WTP daily checks on drinking water quality.

 Above: Public Works crews demolished the Clark Park pavilion due to its severe disrepair. Construction of the replacement is expected to begin around the end of May.

 Above: Fox Park access bridge from the public library to the park has been replaced.
