Friends,

Let me begin with wishing you a Happy New Year. The events of this week have demonstrated an even greater need for your leaders in the Oregon Legislature to work together for the common good of all Oregonians. The ongoing violence in our Nation’s capital is heartbreaking. I share the same sentiments as our House Republican Leader Christine Drazan -

"It is a sad day for our country and federal government. We are a country of laws and they must be upheld. The Constitution protects peaceful protests, not the chaos we are witnessing at the Capitol building. I condemn the violence against law enforcement, destruction of public property and those who incite it regardless of political affiliation."

 

I recently received notice of my committee assignments for the upcoming session. I will serve as Vice-Chair on the House Behavioral Health Committee and a member of the House Health Care, Energy and Environment Committees and of the COVID-19 Subcommittee. It is an honor to have been assigned to these committees by House leadership and for entrusting a vice-chair position to me for the 2021 legislative session. There are a number of critical issues we must address for Oregonians and I look forward to the work ahead to ensure the constituents of House District 19 are being served well and fully represented in the legislature. In addition I will continue to serve on  Governor Brown’s Healthy Schools Reopening Council, and her Education Recovery Committee.   

The first two months of the 81st Legislative Assembly will take place virtually. My goal is to keep all avenues of communication open and easily accessible. Our office will work with diligently under these unusual circumstances to set meeting times in an efficient manner. My committee assignments will demand a sufficient amount of time, and I ask you to please entrust your meeting time to my extremely capable staff if I am unavailable.

Updates

There have been numerous updates to a variety of pressing issues over the holidays. Below are links that may be of interest to you:

  • You can find a collection of resources for businesses and individuals on the House Republican Caucus’s COVID-19 Economic Resources page.
  • The Small Business Navigator has been set up by Business Oregon to help direct Oregon businesses to the resources they need.
  • The Veteran Resource Navigator has launched to assist veterans and their families in accessing federal, state, and local resources during the COVID-19 crisis.

The U.S. Small Business Administration (SBA), in consultation with the Treasury Department, announced today that the Paycheck Protection Program (PPP) will re-open the week of January 11 for new borrowers and certain existing PPP borrowers. To promote access to capital, initially only community financial institutions will be able to make First Draw PPP Loans on Monday, January 11, and Second Draw PPP Loans on Wednesday, January 13. The PPP will open to all participating lenders shortly thereafter. Updated PPP guidance outlining Program changes to enhance its effectiveness and accessibility was released on January 6 in accordance with the Economic Aid to Hard-Hit Small Businesses, Non-Profits, and Venues Act.

This round of the PPP continues to prioritize millions of Americans employed by small businesses by authorizing up to $284 billion toward job retention and certain other expenses through March 31, 2021, and by allowing certain existing PPP borrowers to apply for a Second Draw PPP Loan.

We have the opportunity to help Oregonians bridge the devastation of the many disasters we have collectively experienced in the last twelve months. From the practical of getting vaccines distributed as quickly as possible, to the long term differences we can make for the survival of our small businesses. Our legislative process during a full session provides additional tools for us to ensure transparency and accountability. Many of my colleagues and I are dedicated to ensuring the work we accomplish this session will benefit all Oregonians.

 

Vaccine

Beginning Thursday, Jan. 7, Salem Health, in partnership with Marion County Public Health, will expand their vaccine clinic to the Oregon State Fairgrounds and Expo Center. All individuals living or working in Marion County and included in the Oregon Health Authority’s Phase 1a Vaccine Sequencing Plan are invited to receive a vaccination. These groups include the following:

  • Health care personnel at hospitals, urgent care clinics
  • Health Care personnel and residents from skilled nursing, long term care and memory care facilities
  • Tribal health programs
  • EMS providers and other first responders
  • Individuals who work in hospice programs; mobile crisis care and related services, and secure transport;
  • Individuals working in correctional settings
  • Health care personnel in outpatient settings, public health and early learning
  • In-home care; day treatment services; death care workers
  • Non-emergency medical transport

The vaccine clinic will operate at the Jackman Long Building at the Oregon State Fair and Expo Center, 2330 17th St NE, Salem. The clinic will be open the following hours:

  • Thursday Jan. 7 and Friday, Jan. 8 — 8 a.m. to 6 p.m.
  • Saturday, Jan. 9 and Sunday, Jan. 10 — 8 a.m. to 5 p.m.
  • Monday, Jan. 11 — 8 a.m. to 6 p.m.

Once someone receives their first dose, they are given a card with the first date they can get their second dose. They are encouraged to come back to the same location on that date, or within two weeks and get their second dose.
