Dear Friends,
As many of you know, I have dedicated my efforts this
session to fixing Oregon’s boom and bust revenue system. Simply, Oregon relies
too heavily on revenue from income taxes to fund government services. This has
left us with the most volatile revenue system in the country and we need to fix
it – along with cost containment on excess government spending.
That is why since session started I have worked as part of a
six-member, bipartisan work group consisting of three members of the House and
three members of the Senate. Together we developed the framework for a tax
reform proposal. The proposal includes: 1) reducing the personal income taxes
of families and individuals; 2) repealing the corporate income tax; and 3)
imposing a corporate activity tax on the sales businesses make in Oregon.
A new Joint Committee on Tax Reform has been formed to fill
in the key pieces, such as the rate(s) and the base (size of business entity
that would be affected.) I am the co-chair of this committee.
Last week, we looked at a draft proposal that showed
positive benefits for our state – including taxpayers and schools. According to

from the Oregonian and the state
economist testifying at the hearing, the proposal would create a generally
positive economic forecast.
We will continue refining this idea during the next few
weeks.
