De-Escalating High Stress Situations
Sentenced to Life in Prison with a Minimum of 32.5 Years
Last month, Derek Owen Cuellar-Torres pleaded guilty to murder in the second degree with a firearm and attempted murder in the first degree with a firearm.
On October 21, 2023, the two victims in this case, aged 17 and 16 at the time, attended a birthday party in Hillsboro. The brother of the teen celebrating her birthday felt the victims were being disrespectful. He contacted his friends, including the defendant, who were members of a local gang, to help him confront the two victims.

It's Probably a Scam
Chances are, you’ve gotten a scam text about unpaid toll charges or know someone who has. Now scammers are going even further and pretending to be the Department of Motor Vehicles (DMV) from states all over the country. They insist that you pay for an “overdue traffic ticket” and threaten to suspend your driving privileges (among other things) if you don’t.
READ MORE on how the scam works.
If you receive one of these texts, it's more than likely a scam. However, you can contact the Oregon Department of Motor Vehicles to verify.

Think 5 MPH Over the Speed Limit Doesn't Make a Difference?
It doesn't matter how good a driver you are. The faster you go, the longer it takes to stop. Even 5 MPH over the speed limit may impact you and another driver or pedestrian, if they cross paths with you at the last second.
In a passenger vehicle, under ideal environmental conditions, it takes approximately...
- 64-feet to stop, traveling at 20 MPH
- 86-feet to stop, traveling at 25 MPH
- 112-feet to stop, traveling at 30 MPH
- 138-feet to stop, traveling at 35 MPH
- 170-feet to stop, traveling at 40 MPH
Add wet roads to that and stopping distances increase.
PLEASE, SLOW DOWN. Drive the speed limit. Maintain a safe distance from the vehicle in front of you. That's usually two to four seconds for speeds up to 30 MPH. For speeds greater than that, allow four or more seconds - Oregon Department of Transportation.
