Oregon Legislative Changes Impacting GEDĀ® Test Applicant Eligibility

In 2023 the Oregon Legislature passed HB 3068 which changed the documentation requirements for 16- and 17-year-olds who are applying to take a high school equivalency test such as the GEDĀ® test series.Ā  Section 3 of this legislation states that students who are 16 or 17 years of age may take a high school equivalency test with consent of a parent or legal guardian. Previously, Oregon Administrative Rules (OAR 589-007-0400) stated that these students were also required to show proof that they were exempt from compulsory education. With the new legislation, the exemption is no longer required and permission from a parent or guardian is sufficient to allow 16- and 17-year-old students to test.

As stated in Section 4 of Oregon HB 3068, this change is effective immediately. The Higher Education Coordinating Commission has also initiated the process to amend Oregon Administrative Rules to reflect this change.
