The Oregon Health Authority (OHA) has released Addendum #4 to the RHTP Request for Grant Proposals (RFGP), which includes an updated budget template and important clarification related to personnel costs.
This update reflects recent guidance from CMS clarifying how personnel (salary and fringe) costs can be allocated across budget periods and their associated spending periods. Based on this clarification, personnel costs may be applied across the full spending period associated with each budget period, rather than being limited to the narrower budget-period timeframe.
As a result, OHA has updated the Section A – Personnel (Salaries) portion of the budget template to reflect the maximum number of months available within each budget period’s spending window. Proposers should budget personnel based on the number of months reasonably needed to carry out activities, taking into account onboarding, ramp-up, and implementation timelines.
Additional clarification is also included regarding overlapping budget periods, where personnel costs may be allocated across both periods, provided total effort does not exceed 1.0 FTE per individual and aligns with assigned activities.

- Please review Addendum #4 and the updated budget template
- Download the updated budget template to ensure you are using the most current version of the budget template when preparing your proposal and submission. You can confirm you have the latest version of the budget template by checking the date at the top of the workbook, which should reflect the most recent update of May 13, 2026
- Update your personnel cost assumptions, as needed, based on this clarified guidance
- As a reminder, the Catalyst Awards RFGP is open through May 26, 2026, at 3:00 PM (Pacific Time)
