ESSA School Improvement May 2021 Update

The purpose of this update is to share information about ESSA School Improvement (1003a Funds for ESSA Partnership Districts with CSI/TSI schools) including the announcement of an ESSA Partnerships 19-20 SUPPLEMENT which will soon be available in EGMS.

Key Points regarding ESSA Partnership Funds

A new subgrant titled ESSA Partnerships 19-20 Supplement will soon be available in EGMS for all districts with identified CSI and TSI schools. This additional award of 1003a school improvement funds is very similar in value to each district’s original 2019-2020 award, and will have the same spend-by date as the original ESSA Partnership 19-20 subgrant, September 30, 2021. We recognize the tight timeline for these funds and encourage districts to spend strategically to transition to the 21-22 school year.

With the forthcoming addition of this supplement, ESSA Partnership districts will subsequently see the following subgrants in EGMS:

  • ESSA Partnerships 19-20, spend by September 30, 2021
  • ESSA Partnerships 19-20 Supplement, also spend by September 30, 2021
  • ESSA Partnerships 20-21, spend by September 30, 2022

Reminder Regarding ESSA Partnership EGMS Claims

In the fall of 2020, ODE shared a revised budget tool that ESSA Partner districts need to upload describing ESSA improvement plans, budgets and claims. We would like to take the opportunity to remind you that with each claim submitted in the EGMS system, for any of the above mentioned funds, an appropriate description of the claims should be documented in the revised budget tool and uploaded via a form to submit documentation. We encourage each district’s ESSA programmatic leaders and business office staff to coordinate ESSA subgrant EGMS claims and budget tool submission. If you have submitted an ESSA claim through EGMS but have not received your reimbursement, check with your district’s ESSA program leader to see if the budget tool with the required documentation has been submitted.

The revised budget tool has been updated to include the new ESSA Partnership 19-20 Supplement values. As with all ESSA Partnership funds, please utilize the tool to indicate alignment between spending, activities, and district/school improvement strategies.

Looking Forward to 2021-2022

With the approval of Oregon’s federal accountability waiver, ODE will not identify new CSI and TSI schools in 2021 and will effectively carry forward identification and supports for the 2021-2022 school year. As such, current ESSA Partnership districts should anticipate an announcement of funds this fall in a new subgrant titled ESSA Partnerships 2021-2022. Preliminary allocations are included in the revised budget tool. Final allocations will be communicated in the coming months.
