The ODOT Mobility Program is offering the following training opportunities in March:

  • Mobility 101: Introduction to mobility policies & procedures involved in the Mobility Program.
  • ORS 366.215 Review Process: What is required under this statute and associated rule, and how to identify permanent impacts that must go through the review process.
  • Preparing for a MAC Meeting: Understand the Mobility Advisory Committee Charter, how to determine what projects are shared with the committee, and how to prepare for presenting at meetings.
  • Mobility Considerations Checklist Essentials: What information is required to complete the form, identifying temporary mobility impacts, and how the form is used in the Mobility Program.

ODOT Construction Training 2025-2026 Schedule; Highlight on Certified General Construction Inspector

The 2025-2026 ODOT Construction Training schedule is now available. Inspection classes begin in November 2025 and run through March 2026. Plan ahead and become certified or renew a certification! Questions? Contact ODOT Construction Training.

Training Highlight:

Certified General Construction Inspector

This course will provide you with practical knowledge and standard industry practices for conducting general construction inspections. This course will also prepare you for verifying compliance with project requirements, as well as ODOT and/or federal mandates. The general construction inspector certification exam will be given on the final day of the course. After passing the exam, you will receive a 5-year certification from the ODOT Construction Training Program.

Contract Administration Training Certificate, DAS Procurement

Self-paced virtual training

Did you know project staff working on consultant selection procurements for federal-aid projects are required to complete the DAS Contract Administration Training Certificate? If you haven’t taken this course, or haven’t taken it recently, we recommend taking this course in Workday Learning. The DAS Contract Administration Training Certificate consists of 10 self-paced modules and provides basic procurement training necessary for administering public contracts. Questions? Indirect Cost Rate Education Series for Consultants, ODOT

Self-paced virtual training

The Indirect Cost Rate (ICR) Education Series is a set of on-demand training videos targeted at consultants provided in 8 easy to follow modules. This series outlines the purpose of reviewing and tracking actual cost information and establishing billing rates for architecture & engineering (A&E) contracts, and how to comply with the regulations once under an A&E contract, with the goal of understanding what an indirect cost rate is and how to calculate it. Although this training is ODOT-specific, it is relevant to consultants working with Certified LPAs and certified LPA staff. AASHTOWare Project and Oregon Buys

When ODOT Office of Equity & Civil Rights implements the new AASHTOWare system for collecting civil rights data, all prime contractors and subcontractors will be required to have an account in OregonBuys. Registering in OregonBuys assigns a unique identifier to each contractor to ensure data can be tracked across all ODOT and local agency projects. When signing up, contractors should indicate they plan to work with ODOT. We encourage you to talk to your contractors about signing up for OregonBuys in advance of AASHTOWare implementation. ODOT Billing Rate Policy Updates and New Consultant Standard

ODOT recently updated the ODOT billing rate policy for consultants. The new Consultant Billing Rate Standard provides clear procedures for establishing, revising, and maintaining billing rates. Alongside this, ODOT Procurement launched a dedicated Consultant Billing Rate website featuring forms, resources, and educational tools to support compliance with all updated policies, standards, and training materials are available now.  Click here to view a recorded Q&A. Conflict of Interest Guidelines Update

Over the last year, ODOT Procurement Office (OPO) embarked on updating the Conflict of Interest Guidelines with the ACEC Procurement Subcommittee as well as an ad-hoc committee identified by the ODOT/ACEC Steering committee. OPO and these committees coordinated together on editing the guidelines to improve readability, clarity and consistency.

As a result, the COI guidelines have been updated to remove redundancies and unnecessary rule references; and add guidance specifically addressing prior work on future projects and Local Agency consultant conflicts of interest. This refreshed guidance document is intended to provide guidance for helping firms make determinations early for disclosure at proposal submission and throughout the life of a contract.

The “Conflict of Interest Guidelines for Procurements and Contracts” is located in the Consultant Forms & Resources section of the Contracting with ODOT website, under the “Guidance, Policy, & Resources” drop-down.
