ODOT PROCUREMENT OFFICE

NOW AVAILABLE | ODOT PROCUREMENT OFFICE HAS UPDATED THE CONFLICT OF INTEREST GUIDELINES

After receiving frequent requests from architectural and engineering consultants for guidance during the solicitation phase on identifying potential and actual conflicts of interest, the ODOT Procurement Office partnered with the American Council of Engineering Companies of Oregon (ACEC Oregon) forming an ad-hoc committee to update the Agency’s Conflict of Interest (COI) Guidelines.

Over the past year, this committee provided suggestions to improve the document’s clarity, consistency, and overall usability.

The updated COI Guidelines remove redundancies and unnecessary rule references while adding new guidance in two key areas: prior work on future projects and conflicts of interest involving Local Agency (LA) consultants.

These updates help firms identify and disclose potential conflicts early—at proposal submission and throughout the contract lifecycle.

Firms can find the Conflict of Interest Guidelines for Procurements and Contracts in the Consultant Forms & Resources section of the Contracting with ODOT website, under the Guidance, Policy, & Resources drop-down.
