1. Background: The Certification Program last published a comprehensive update to the LAG Manual in November 2021. Since the last update, the Certification User Group (including certified LPA, ODOT, and FHWA subject matter resources) have provided comments and recommendations for additional updates. In 2024 and 2025, program staff worked with subject matter resources to incorporate user comments and recommendations. During that process, it was agreed to reorganize chapters in Section C to better align with project delivery sequences. However, due to resourcing constraints and ongoing changes to several topical areas, program staff determined that publishing a comprehensive update as planned was infeasible. Thus, moving forward, the LAG Manual will be updated in part by section, chapter, or related resource as shown in the updates section of this bulletin. A new LAG Manual Comment Form has also been added to the Local Agency Guidelines webpage to collect user comments for future update suggestions.
The following bulletins are superseded or obsolete as of the effective date of this bulletin: 101-55 (RFP template), 101-56 (2021 LAG), 101-57 (Technical Scope Sheet), 101-64 (Consultant Selection Guidance), 101-67 (2024 LAG Survey), 101-69 (Guest Access to Microsoft Teams), 101-70 (ODOT Expenditures Report), 101-71 (Program Agreements), 101-72 (2024 LAG Reviews).
2. Updated Sections and Chapters: The Local Agency Guidelines webpage has been updated as shown below to indicate the version of each section and chapter currently in effect. Revisions to this bulletin will notify users of future updates. The section and chapter revision dates are noted in parentheses on the webpage and within the document footers.

3. Summary of Revisions: A link to an errata sheet (.xlsx format) describing a summary of the updates by section and chapter has been added to Local Agency Guidelines webpage.
4. Archived LAG: Archived versions of the LAG (11/2021 and 01/2020 revisions) will be accessible on the webpage for approximately one year, after which they will be available upon request.
5. ACTION NEEDED: By December 15, 2025, the Certification Program Liaison (or designated primary contact) for each certified LPA agency should complete the survey linked below (item 7) to acknowledge this bulletin and commit to forwarding this bulletin, including future revisions, to staff and consultants engaged in federal-aid project delivery as appropriate.
