 ODOT’s ESB Program expands eligibility to include more Oregon businesses
The Certification Office for Business Inclusion and Diversity (COBID) has announced an increase of the financial thresholds for small businesses to qualify for our Emerging Small Business Program. This increase is based on increases in the U.S. Bureau of Labor Statistics’ Consumer Price Index and is designed to reflect current economic conditions impacting small businesses. A larger number of Oregon-based businesses are now eligible to apply for ESB certification and participate in the program.

Curious about the benefits of Small Business Certifications?
The Certification Office for Business Inclusion and Diversity certifies minority-owned, women-owned, service-disabled veteran-owned and emerging small businesses interested in contracting with state, county and city government agencies. These certifications foster an environment where small businesses can compete fairly, regardless of ethnicity, gender, disability or size. When historically underserved businesses participate in public contracting, they help enhance and strengthen our economy.
Certification in Oregon, including renewals, is free of charge. Certification benefits include:
- Bid opportunities on goal-oriented federal, state, county and city projects
- Opportunities to work with large firm programs for certified firms
- Awards on projects that do not have a goal
- Opportunities for emerging small businesses
