Local Agency Guidelines for Certified Local Public Agencies (ODOT Certification Program Office)
The Local Agencies Guidelines for Certified Local Public Agencies (LAG manual) is a primary resource for Certified LPA staff looking for guidance on delivering federal-aid projects. Section C, Chapter 12 covers Consultant Selection. Section C, Chapter 8 (Civil Rights) also includes information on civil rights requirements for consultant selection and contract administration.

Certified Local Agency Resources for Consultant Selection (ODOT Procurement Office)
ODOT Procurement Office (OPO) maintains the Certified Local Agency Resources for Consultant Selection page. If you participate in consultant contracting on federal-aid projects, you should be familiar with all the resources on this page. As OPO updates these resources periodically, we recommend accessing the resource directly from the webpage rather than saving a personal copy. The following resources are of particular importance:

A&E Consultant Selection by Certified Local Agencies (LPA A&E Requirements Guide): A primary resource for A&E consultant selection and contract administration requirements for Certified LPAs.

Non-A&E Planning and Other Personal Services Selection by Certified Local Agencies (LPA Non-A&E PSK Requirements Guide): A primary resource for non-A&E planning consultant selection and contract administration requirements for Certified LPAs.
- Contract and RFP templates: ODOT Procurement maintains required contract and RFP templates for use by Certified LPAs during consultant selection. Certified LPA staff should access the most current version of the templates for every procurement.

Statement of Work Library: The ODOT Procurement Office and the Certification User Group maintain the Statement of Work Library Task Language Templates for Certified Local Agency Projects. Certified LPA staff should access the most current website version for each procurement because the task language is revised on a regular basis.

Statement of Work Writing Guide: The ODOT Statement of Work Writing Guide provides guidance on who to write an SOW and set your procurement and project up for success.

Contract Administration Training Certificate (DAS, online self-paced)
The Oregon Department of Administrative Services (DAS) Contract Administration Training Certificate is an 11-hour self-directed training available via Workday Learning. The training covers the basics of contract administration and is required for all project staff and procurement staff without a current public procurement certification. Register via Workday Learning.

Writing a Statement of Work (DAS, live webinar)
Offered by Oregon DAS as a live webinar multiple times per year, the Writing a Statement of Work course uses a statement of work writing guide to create a statement of work. This class will help you determine weak points, questions to ask, and how to improve your statement of work. The class will also provide valuable writing tips, pointers on the use of terms such as shall-must-may-will, and steps in writing a statement of work. ODOT Procurement Office Training for Consultants
The ODOT Procurement Office (OPO) provides several training videos targeted at consultants who contract with ODOT. Although these trainings relate specifically to ODOT processes, they also address federal requirements applicable to Certified LPA consultant contracts.
Establishing Billing Rates with ODOT for Consultants (37-minute video): This video, targeted at consultants, covers why and how consultants establish billing rates with ODOT and the components different billing rate types.
Consultant A&E Invoice Requirements Training Video (16-minute video): This video covers A&E consultant invoice requirements.

Additional DAS Procurement Webinars
Fundamentals of Public Procurement ($10,000-$150,000): This live webinar covers procurements for amounts between $10,000 and $150,000. By the end of this course participants will understand the underlying philosophy, principles, rules, and processes that govern Oregon public procurement by non-procurement professionals.
Principles of Public Procurements ($10,000 to over $150,000): This live webinar covers procurements for amounts between $10,000 and $150,000 and over $150,000. The training covers the content included in the Fundamentals of Public Procurement course and adds additional content for procurements over $150,000. Participants will actively engage in presentations, conduct exercises, and complete homework assignments consisting of online events and research. By the end of this course participants will understand the underlying philosophy, principles, rules, and processes that govern Oregon public procurement.
