News from the Assistant Director

The Oregon Department of Transportation (ODOT) joined the Equity in Infrastructure Project (EIP-Home | The Equity in Infrastructure Project) on March 1, 2023. However, ODOT recognized long before this initiative that our organization had caused harm to historically marginalized communities and business owners from those same groups. There are four main priorities associated with signing the pledge, and I’m happy to say that ODOT is well on its way in achieving these goals. The goals of the EIP are as follows:

  1. Increase the number, size and proportion of contracting opportunities going to historically underutilized businesses (HUBs).
  2. Increase the number, size and proportion of contracting opportunities going to HUBs as prime contractors.
  3. Streamline the administration of contracting with HUBs to centralize certification, improve payment time, and standardize transparent data collection.
  4. Increase the amount and type of appropriate financing available to HUBs aiming to meet infrastructure contracts by working with private and public partners.
  5. Expand the signatories to the pledge.

It is exciting to know that the five year plan developed in response to Executive Order 22-15 has allowed us to have a head start on many of the goals of the EIP. We are also doing great work through our DBE program and other efforts to support small businesses. While there is always room for improvement and work to do to, we can celebrate being on the front end of this initiative.

On-Demand ODOT Consultant Training Courses Now Available

A&E and Related Services Invoice Requirements Training for Consultants

The Oregon Department of Transportation (ODOT) Procurement Office is committed to ensuring our Consultants have the necessary tools, resources, and trainings to partner and contract with ODOT. To provide assistance, the office has short pre-recorded training sessions available online for consultants to watch.

This training session is recommended for staff who prepare and submit invoices, and anyone who is interested in learning more about the process and what is required.

the State's eProcurement System

ODOT uses OregonBuys for public advertisement of contracting opportunities (except for Highway and Bridge Construction projects, which are advertised on the eBids system). OregonBuys is also used by other state agencies and some local agencies in Oregon. 

Four key things you should know about OregonBuys are:

  1. A free OregonBuys supplier account is required to do business with state agencies. (Click below to register!)
  2. Suppliers/vendors must be registered in OregonBuys to bid or propose on advertised contracting opportunities.
  3. Current and closed solicitations may be searched, even if you're not registered. (Use "search" or "advanced search" at the top of this page.)
  4. OregonBuys is integrated with the state's COBID system. When you register with OregonBuys, your account will automatically update to reflect your COBID certifications.
