PURPOSE:

To notify Certified Local Public Agencies (LPAs) about recent updates to the standardized Cost Estimate Form (734-5096), which is required for use on federally funded projects.

BULLETIN INFORMATION:

1. Background: Section C, Chapter 11 of the Local Agency Guidelines requires Certified LPAs to include a completed Cost Estimate Form (734-5096) in Excel format with the plans, specifications, and estimate (PS&E) on federally funded projects. Section C, Chapter 15 requires Certified LPAs to prepare and submit a Project Agreement Estimate (PAE) post-bid. The requirement to use form 734-5096 went into effect December 1, 2017. With input from Certified LPAs, ODOT updated the form in 2021 to improve form usability.

2. Summary of form updates: Significant revisions to the form include:

  • Overview & Instructions: Combined the form overview and (PS&E) instructions to appear on a single worksheet and made clarifying revisions to the instructions.
  • PAE Instructions: Added a worksheet that provides instructions on how to create the post-bid PAE worksheet.
  • PS&E Form 734-5096: Modified formatting to allow users to copy and paste bid items into the form; added bid item and item number columns to help group items; and under Construction Engineering, added a section to breakout non-participating costs.
  • Bid Item List: Added a worksheet with the ODOT standard bid items list (rev. 09/02/21) with a link to the ODOT Standard Specifications for the most current list.

3. Use and applicability: When completing a Cost Estimate Form (734-5096) for a project for the first time, use the most current version of the form available. However, to avoid re-work, an earlier version of form 734-5096 is acceptable for projects that are midway through the form completion process.
