PURPOSE:
To inform Local Public Agencies (LPAs) and ODOT Transportation Project Managers/Local Agency Liaisons of recent updates to ODOT’s Local Agency Technical Scope Sheet.
BULLETIN INFORMATION:
1. Background: In February 2018, ODOT replaced the project “Prospectus (Parts 1 and 2)” with the Local Agency Technical Scope Sheet (Form 734-5151). The purpose of the form is to capture the scope of a local agency project, including an accurate description of the project’s elements and costs, prior to requesting and receiving applicable funding authorizations. ODOT made the 2021 updates with input from LPAs to address user feedback.
2. Summary of form updates: Significant updates include:
- Added form instructions. Click the yellow buttons along the right side of the form to open instructions.
- Added comment fields. Click the pink ‘C’ button at the bottom of a page to open a comments field.
- Added a Bridge No. field to the project information in Part 1, Section 1.
- Consolidated the Right of Way information in Part 1, Section 2.
- Changed some fields to drop-down menus for easier information input and added blank options to other fields for more specific project needs.
- Added digital signature fields and the option to remove signatures to facilitate form revisions.
3. Use and applicability: When completing a Local Agency Technical Scope Sheet for a project for the first time, use the most current version of the form available. However, to avoid re-work, an earlier version of Form 734-5151 is acceptable for projects that are midway through the form completion process.
