PURPOSE:
To notify Certified Local Public Agencies (LPAs) and other Certification User Group stakeholders about the publication of a 2021 update to the Local Agency Guidelines for Certified Local Public Agencies (the LAG), effective November 3, 2021.
BULLETIN INFORMATION:

November 2021 New Version of the LAG: The November 2021 update is a new version of the LAG. The updates primarily include the following:
- Revisions to formatting to improve accessibility.
- Revisions to address comments received from CUG Standards Subcommittee members.
- Updates to address ODOT program and policy changes.

Updates to forms: The following forms were updated to correspond with updates to the LAG manual:
- Approval Authority Matrix (734-5191)
- Certified Local Public Agency PS&E Submittal Completeness Checklist (734-5182)
- Certified Local Public Agency Advertising, Bid & Award Checklist (734-5193)
- Certified Local Public Agency Construction & Contract Administration Checklist (734-5194)

Archived LAG: An archived version of the 2018 LAG (January 2020 revision) will be accessible on the website for approximately one year, after which it will be available upon request.
The 2021 updates are summarized by section and chapter in the attached table below.

- A note regarding CUG review comments: CPO appreciates the thoughtful feedback provided by CUG members; and CPO was able to incorporate many CUG member comments and recommendations in the 2021 update. Some proposed changes to Section B, Section C (Chapters 2, 6, and 16), and Section D would involve substantial review and discussion with ODOT subject matter resources and CUG members, and were therefore beyond the scope and timeline of this revision. CPO has noted these comments for consideration during future updates.

- 2.e., added the following statement to this item: “Railroad has granted permission for project work within railroad property (right of entry and flagger approval) (if applicable).”
- Added language in 6.a. about identifying the PM if not known prior to the execution of the contract (for example, CA/CEI).
