HITOC November Update
Health IT Task Force Recommendations
The OHA Health IT Task Force will hold it's final meeting on November 20th, where the Task Force will give feedback on a set of recommendations for Oregon’s long-term HIT/HIE development, including the role of the state in delivering HIT/HIE, technology, governance and finance. These recommendations will be reported to the HITOC at the December 12th meeting.

Medicaid EHR Incentive Program Adoption
Oregon providers have received $192.1 million in Medicaid Electronic Health Record (EHR) incentive payments, with $83.3 million in Medicaid EHR incentives going to 3,200 providers and 29 hospitals and $108.8 million in Medicare EHR incentives to 1,600 providers and 51 hospitals.

CareAccord Program
During the month of October, 880 registered CareAccord accounts across 107 organizations were used to send 621 Direct secure messages.
Also in October, CareAccord became the first state Health Information Service Provider accredited by DirectTrust, the ONC-sponsored accrediting body for Direct exchange. This Direct Trusted Agent Accreditation Program (DTAAP) accreditation recognizes excellence in health data transactions and ensures compliance with industry standards, HIPAA regulations and the Direct Project. Emergency Department Information Exchange
OHIT is excited to announce that 56 hospitals in the state have agreed to implement the Emergency Department Information Exchange (EDIE) over the next year. EDIE is a solution developed by Collective Medical Technologies (CMT) to exchange information among Emergency Departments (EDs) to identify frequent users and create care plans to help those frequent ED utilizers to determine if there is another care setting that is more appropriate. Additionally, EDIE enables EDs to share information with primary care providers in real time, support care coordination, case management, and help with performance measurement. Washington state has used this solution to help reduce its own ED utilization rate and create significant savings for its hospitals.
EDIE is a collaboration between Oregon Health Leadership Council (OHLC), OHA, the Oregon Chapter of the American College of Emergency Physicians, and the hospital association wherein OHA is subsidizing half of the first year’s cost as a carrot to get EDIE in place in at least 75% of Oregon’s hospitals. Nearly all hospitals in the state have agreed to participate! The goal is to reduce ED utilization rates and ensure people are receiving care in the most appropriate setting.
