Transformation is Moving from Planning into Implementation
Earlier this year, DAS launched a multi-year effort to modernize Oregon procurement. The goal is bigger than changing rules or replacing technology; we are working to make public procurement simpler, transparent, accountable, and more accessible to Oregon businesses. Over the past several months, teams across DAS and our partner agencies have moved major pieces of Procurement Transformation forward. These efforts will expand access to statewide contracting opportunities for Oregon small businesses, improve how price agreements are managed, modernize procurement rules, and build the next generation of Oregon’s eProcurement system.
What is Already Happening

Oregon Small Businesses Moved Up the Buy Decision
The Oregon Small Business Enterprise (OSBE) Preference launched July 1, 2026. The change gives certified Oregon small businesses a stronger priority in eligible state purchasing and creates a practical pathway for more state dollars to reach them. DAS has also developed training, reporting tools, and agency-specific support to help procurement teams put the preference into practice.

We Went Looking for Oregon Businesses
DAS is not simply waiting for businesses to find state opportunities. We are actively working with community partners to identify and connect Oregon suppliers with state work. Recent outreach has focused on two new opportunities: auto repair businesses and printing and mailing businesses across the state. This is one practical example of how Procurement Transformation is changing supplier engagement.
Are you an auto repair or maintenance business? Do you provide mailing or printing services? If yes, check out the supplier opportunities page to see if you would be a good fit for these new contracting opportunities with DAS Fleet Services or DAS Printing & Distribution. Both opportunities are ongoing with no application deadline.
Rethinking Statewide Price Agreements
Price Agreements (PA) are one of the most important ways the state buys goods and services. Procurement Transformation is building a more consistent statewide approach to how these agreements are created, monitored, evaluated, as well as how they are renewed, rebid, and retired. This approach for PAs will generate a stronger focus on usability, competition, performance, and opportunities for Oregon businesses.
PA Review Packet
A consistent picture of utilization, spend, agency use, performance, customer feedback, equity participation, market conditions, and risk.
Renewal and Rebid Framework
A structured decision process to help determine whether an agreement should be renewed, rebid, restructured, replaced with a cooperative, or retired.
PA Library
An easier way for state purchasers to search and understand statewide price agreements, suppliers, categories, and available options. Search the PA Library.
Supplier Outreach
Earlier engagement with Oregon businesses before agreements expire or new solicitations are developed.
Market Benchmarking
Market research and comparisons that help assess competitiveness, available suppliers, and alternative sourcing approaches.
Ongoing Performance
A shift from simply maintaining agreements to actively monitoring whether they are delivering value for agencies, partners, suppliers, and the public.
The Big Rule Rewrite is Underway
Oregon is rewriting procurement rules to remove outdated language, reduce duplication, improve organization, and make requirements easier to understand and apply consistently. Work has progressed through multiple rule groups and into national research, with continued coordination among state partners.
Less Legalese. More Usability.
Procurement Transformation is not stopping at rules. Statewide procurement templates, terms and conditions, procedures, manuals, and guidance are being reviewed and modernized so the system is clearer for procurement professionals and easier for businesses to navigate.

Removing Barriers for OrCPP Members
As part of Procurement Transformation, State Procurement Services (SPS) has eliminated Oregon Cooperative Procurement Program (OrCPP) membership fees effective July 1, 2026. Members will no longer be assessed annual fees, reducing administrative barriers and making participation easier for public agencies across Oregon. SPS is also updating existing agreements and program materials to support a seamless transition - with no action required from participating agencies.
Fair Access in Public Procurement Policy
The “Business Equity, Inclusion and Engagement in Public Procurement (BEIE)” policy and procedure have been updated and renamed “Fair Access in Public Procurement."

Improving what we have today, while building what Oregon needs tomorrow.

OregonBuys Improvements
OregonBuys version 26.2 was deployed September 19, 2026. Updates include improvements intended to provide faster and more reliable search results, and a new process for suppliers to check invoice status.
New and Update Training Modules Are Available
New changes mean new learning. Our Training team has been hard at work turning the latest procurement updates into practical, easy-to-use training for Oregon’s procurement community.
Modernization also means better visibility into whether the system is working. Procurement Transformation is building the data and accountability infrastructure needed to track activity, performance, and results across the statewide procurement system. More visibility is coming. Stay tuned as we continue building the tools and insights that will help tell the full story of Oregon procurement. We’re focused on what’s working, where opportunities exist, and where we can do better.
Procurement Status
Dashboards and tracking intake are designed to give agencies cleaner insight into where requests stand and what actions are pending.

OSBE Training
Our Outreach team has been busy taking OSBE Rule Training directly to state agencies across Oregon. They are helping procurement teams understand the new preference, how it works, and how to put it into practice. Now, we're expanding that supports to our partners too. Whether you're a public agency, cooperative purchasing partner, or organization supporting Oregon businesses, we'd love to bring OSBE training to your team.
Want to schedule training? Connect with Noelle Scott or fill out our Outreach Request Form.
