The Oregon Procurement Information Network (ORPIN) Replacement Go-live is only 4-weeks away! Preparations are at full steam ahead as we get ready for the switch to OregonBuys. The project team and agencies with core teams are focusing on configuration checklists, user lists, active contracts, and reviewing enterprise processes to determine how they relate to agency processes.
We’re happy to share that the Phase 1 schedule is on track and our next steps towards ORPIN Replacement Go-live are:
- Agency review of active contracts in Production
- Completion of Go-live checklist items
- Process verification
- Preparation for ORPIN blackout period June 16–30
We are energized as the countdown to Go-live officially begins!
OregonBuys: One unified system — modernizing state procurement
On June 16, ORPIN will be placed into archive mode, followed by a two-week blackout period of June 16–30. During this blackout, procurement documents won't be posted in ORPIN or OregonBuys.
We know that state agency procurement activity must continue during this period. Here’s a list of the procurement related work agencies can do throughout the blackout:
- All internal agency processes related to requisitions, etc.
- Small Procurements - with contracts (PSK) uploaded in OregonBuys later
- Prep work for new solicitations (posting done in OregonBuys later)
- Emergency Procurements
- Submitting requests to DAS - PR - Special Requests, etc. outside of the system if urgent, etc.
- Evaluations of closed solicitations, and negotiations for new contracts and amendments
- Amendments (posting done in OregonBuys later)
- Using SPOTS cards

State agency staff can sign up now for OregonBuys training. Virtual courses are available based on these user roles of the OregonBuys system:
- Basic Purchaser (BP)
- Department Access (DA)
- Organization Administrator (OA)
To get started, log in to iLearnOregon and search on the word “OregonBuys” to find courses for your user role. If you're unsure of your user role, contact your agency core team project coordinator or small agency single point of contact.
*Note: trainings will move to the new Workday Learning Management System in mid-June.

The Oregon Procurement Information Network (ORPIN) is being replaced on July 1, 2021, with OregonBuys. When the switch happens, suppliers must be registered in OregonBuys to continue doing business with the state. Existing accounts will not transfer over and suppliers are encouraged to register now. Visit our webpage for registration instructions or to learn more.
Which system should you use to see current procurement activity?
*Secretary of State and Department of Forestry have already implemented and are actively using OregonBuys for their procurement activities.
