February was filled with project activity and engagement with state agencies. Our team finished 41 agency core team orientations and, with help from volunteers, completed ORPIN Replacement enterprise testing. We also held a small agency-focused forum for small state agencies, boards, and commissions. In case you missed the forum, you can view the recording in iLearn (login and passcode required).
We’re now transitioning to bi-weekly meetings with each of the state agency core teams. These meetings begin in March and run through June. We’re also planning three Organization Administrator (OA) orientation sessions in March. The final dates and details will be announced by email. Each core team agency needs to designate an OA to participate in orientation.
Lastly, we want to acknowledge how the recent ice storm proved once again that Oregonians are resilient! Like many of you, our team persevered and continued project work despite widespread power outages. We appreciate your flexibility as we worked together to get through the challenges!

March 2nd is the deadline for state agencies on the affected agency list to enroll in a wave.
Wave enrollment is the process state agencies are using to select an 8-month wave timeframe that works best to go through the procure-to-pay Phase 2 implementation of OregonBuys.
Learn about the three different wave options, what to consider, and how to enroll by downloading the enrollment instructions:

In March, Oregon Cooperative Procurement Program (OrCPP) members can start learning more about the OregonBuys project.
We’ll send an OrCPPlink email with a recorded message to you next week. This message will provide instructions and information to prepare you for an upcoming virtual forum on:
March 10 from 9 - 11 a.m.
Watch your inbox for all the details and make plans now to join us at the forum.

We want to thank all of the volunteers who helped with ORPIN Replacement enterprise testing.
Thirty-one state agency staff participated in these important efforts and we can't thank you enough!

The Oregon Procurement Information Network (ORPIN) is being replaced on July 1, 2021, with OregonBuys. When the switch happens, suppliers must be registered in OregonBuys to continue doing business with the state. Existing accounts will not transfer over and suppliers are encouraged to register now. Visit our webpage for registration instructions or to learn more.
Which system should you use to see current procurement activity?
- Before July 1, 2021: ORPIN https://orpin.oregon.gov*
- After July 1, 2021: OregonBuys https://OregonBuys.gov
*Secretary of State and Department of Forestry have already implemented and are actively using OregonBuys for their procurement activities.
