What a difference a couple of weeks make. February’s historic ice storm has been replaced with spring-like weather in the Willamette Valley that is a welcome relief. Thanks to everyone in state agencies and beyond who continued to serve Oregonians throughout the storm and its aftermath, despite power outages and other challenges. Witnessing neighbors helping neighbors during those difficult days was a demonstration of something that makes Oregon truly special – her people.

I’m honored to introduce DAS’ new Communications Director – Andrea Chiapella – who joined us in January following Liz (Craig) Merah’s departure to serve full-time as Governor’s Office Press Secretary.

Andrea most recently served state government as Chief of Staff with the Oregon Secretary of State, and previously as Senior Policy Analyst with the Oregon Legislature. Having served in state government for over a decade, her tenure and varied experience make her specially qualified to help DAS connect with stakeholders and direct communications in today’s many-sided environment. Andrea’s portfolio at DAS includes strategic communications, media relations and managing public records requests. She and other communications and legislative staff report to Adam Crawford, External Relations Director. Please join us in welcoming Andrea. This newsletter edition also features updates on two important state government projects that DAS is leading: replacing the legacy Payroll and Time Tracking system and replacing iLearnOregon. We’ve also announced a brand new grant award from PGE and a new tool that is especially helpful during a legislative session — an online directory of agency legislative staff.

PGE grant to expand state’s EV capabilities

Portland General Electric has announced that DAS will receive a $416,610 grant for installation of a 250 kilowatt solar panel array at the Salem Motor Pool on Airport Road. The solar project will support DAS plans to install over 50 dual-head Level 2 electric vehicle chargers at the motor pool as part of the state fleet’s transition to EVs.

In addition, approximately 100 Level 2 electric vehicle chargers will be placed around the Capital Mall beginning this fall and becoming available in 2022. The chargers will be available for state vehicles, employees and mall visitors.

Transition from iLearnOregon moves ahead

The Learning Management System Replacement Project team is busy with a number of project-related activities for the transition from iLearn to “Workday Learning.” Here is an overview of the timeline from now until go-live in June 2021.

Payroll Timetracking

The vital role of ‘champions’ in Payroll and Time Tracking Replacement Project

The DAS Payroll and Time Tracking (PTT) Replacement Project officially kicked off on Jan. 13, 2021. A statewide announcement was published and a website was established to provide information and updates to all state employees.

Organizational Change Management (OCM) is an important part of the PTT Replacement Project and the entire project team is well versed in OCM and communication competencies. As part of its strategy, state agency project champions have been identified and are helping ensure a successful and collaborative transition to a new statewide payroll system. The project champions play a vital role disseminating communications and managing this change within their agencies. Agency champions regularly meet with the project team to discuss the following:

  • Project status
  • Specific agency projects and change management efforts
  • Communications internal to the agency
  • Sponsor engagement
  • Agency concerns, questions and feedback

It will take all of us working together as one Oregon to make this change a success. The result will be a modern payroll and time tracking system for the 21st Century.

Paper trail leads online

The DAS legislative team is excited to announce a new online directory of state agency legislative staff. After many years of offering the directory in paper form, the team gave it a modern update and transferred it online. 

Legislative staff play a vital role in state government. From coordination, research, drafts, guidance, and everything in between, legislative staff work in collaboration with their agency, the Governor’s Office and Legislature.

With a variety of legislative staff across the enterprise, one of the perks of the online directory is the search function at the top of the page. The search bar makes it easy to locate a specific individual or agency. We encourage you to explore the site!
