Oregon is getting
a new web-based eProcurement system called OregonBuys
|

We're excited to announce the official kickoff of the OregonBuys project! This is a project to deploy a new required enterprise eProcurement system at all executive branch state agencies. DAS is leading the effort and agencies will contribute by participating on project teams and implementation workgroups.

OregonBuys is a web-based tool that automates the full procure-to-pay process efficiently and intelligently. System features include: requisitions, approval paths, purchase orders, receiving, invoicing, submitting to Statewide Financial Management Services (SFMS) for payment, posting solicitations, receiving responses, posting awards, and a price agreement catalog.

This new modern system will capture information to help us better understand what the state of Oregon buys. We'll be able to use the information to identify areas where we can save money by negotiating better contract terms. OregonBuys will also automate paper and manual processes, eliminate dual data entry, and level the playing field for smaller vendors to be more competitive.

The project will use a phased approach that will begin by replacing the Oregon Procurement Information Network (ORPIN) for all state agencies, Oregon Cooperative Procurement Program members (ORCPP), and vendors. The second phase will rollout additional procure-to-pay functionality (beyond ORPIN) for state agencies. After the completion of these two phases, additional procure-to-pay functionality will be made available to ORCPPs.

The transition to OregonBuys will affect staff in many areas including procurement, accounts payable, those who submit purchase requisitions or process purchase orders, managers who approve purchases, vendors who do business with the state, local governments, and potentially others.

Change can be hard, but it's easier if you know what to expect. OregonBuys will bring changes to state agency procurement business processes and will introduce new terminology. The flip side is it will also make your job easier by increasing efficiency, and eliminating dual entry and manual tracking.
