Numerous Infrastructure Projects Planned for Next Budget Year
The Coos Bay Budget Committee recently met and approved next fiscal year’s budget which will begin on July 1, 2022. The approved 2022/2023 budgets (City and Urban Renewal) include over $16 million for capital improvements to streets, wastewater, and stormwater infrastructure within the city.
The City’s street infrastructure includes 130 lane miles of asphalt road, 14 lane miles of concrete road, 23 lane miles of gravel road (including alleys), and 11 public parking lots. Utilizing a combination of funds to include State Gas Tax, Transportation Utility Fees, both Empire and Downtown Urban Renewal funds, and Jurisdictional Exchange funds, among other sources, the following street improvement projects will be undertaken this fall:

Wasson Street Rehabilitation- This project is located between Newmark and Schetter Avenues. It is approximately 480 feet in length and 35 feet in width and includes a grind out and overlay.

Michigan Street Rehabilitation- This project is located between Empire Boulevard and Cammann Street. It is approximately 1,174 feet in length and 35 feet in width and includes a grind out and overlay.

Anderson Avenue Street Rehabilitation- This project is located between Broadway and Bayshore Avenues. It is approximately 115 feet in length and 40 feet in width and includes a grind out and overlay.

Outage Causes Reroute of North Coos 911 Calls
On May 22 at approximately 10:22 p.m., the on-duty dispatchers noticed an issue with their 911 lines. Following the Disaster Recovery Plan, approved by the State 911 program, dispatchers immediately notified the phone providers, Lumen and Ziply, as well as OERS – Oregon Emergency Response System of what appeared to be a complete 911 outage. It was confirmed and determined that all of Coos County and Curry County were affected by the 911 outage. To avoid any interruption of emergency services to the community, the 911 calls for both counties were re-routed to the Douglas County 911 Center in Roseburg. North Coos 911 business lines and text to 911 were still operational, allowing the dispatchers to receive transferred calls from Douglas County 911.

Front Street Blueprint Presentations
Over time the Front Street area has undergone private and public improvements from Ivy Street to the area just past Market Avenue adjacent to the Boardwalk. These improvements reflect a vibrant waterfront community vision developed by the Coos Bay community. Culmination of this vision has been captured in the Front Street Blueprint which was developed over this past year with engagement of community, businesses, property owners, the Front Street Advisory Committee, and the Planning Commission.

Creating a Safe and Abundant Water Supply
Clean water is the world’s most precious commodity. According to World Health Organization estimates as of June 2019, 785 million people lacked even a basic drinking-water service, including 144 million people who are dependent on surface water.
Building, plumbing and green codes help guard our potable water for future generations through proper construction, conservation and safe disposal. Code officials are vigilant protectors of our water supply. Because of their dedicated service, you can turn on the tap in your home and draw sufficient, clean water.
It is important to understand where your water comes from and what's being done (and how you can help!) to protect the water you use every day.
Water Conservation & Reuse Strategies
Water conservation and efficiency has become increasingly important in recent years due to water scarcity, droughts, and water contamination in many areas of the world. Right now, global and regional agencies are working together to address water shortages and water pollution, but they need support. While the world water crisis is certainly daunting, there are things we can all do to help.

What does a Wastewater Treatment Lab do? Throughout the treatment process there are certain parameters that must be met per the National Pollutant Discharge Elimination System (NPDES) permit. Some of these parameters include testing for:
- pH
- BOD (Biological Oxygen Demand is the amount of oxygen consumed by bacteria and other microorganisms while they decompose organic matter)
- TSS (total suspended solids is the dry weight of suspended particles that are not dissolved)
- Chlorine Total Residual (the amount of chlorine remaining after processing)
- Temperature of the wastewater
- Fecal coliform and enterococci (both of which are bacterium which are produced from humans)
- Along with ammonia, alkalinity, mercury, metals, oil, grease, and many more.
The lab processes samples daily, weekly, monthly, quarterly, and yearly depending on permit requirements. This lab also runs tests for the Coos Bay North Bend Water Board, Charleston Sanitary District and Bunkerhill Sanitary District.

MHS Campus Makeover Wraps Up
The Marshfield High School Key Club has completed the Marshfield campus makeover. This project started on the north side area in front of the attendance office in October 2020. Key Club members and volunteers finished that area mid-December of 2020. February 2021, the Watershed Association including Alexa Carleton and crew donated native plants and concrete blocks to the south side area. In February 2022, the Key Club started making over the main lawn area. During this project, we also had help from the National Honor Society and Science National Honor Society members. Each Friday from 1:30-3:00 was a campus workday. The project was completed May 20, 2022.

Artists Selected for Utility Box Project

The Coos Bay Downtown Associate (CBDA) has some exciting news to share. The CBDA Utility Art Box Project is slated to begin! Local artists will gather on June 4 in downtown Coos Bay to paint at five different locations on multiple utility boxes. The theme is "Under the Water" and "Tidepools". The color palette is blue, green, purple, white, and black. The CBDA put out a call to artists and was very pleased with the submissions we received. Congratulations to the selected artists are Laura Noel, Monica Deatherage, Bailee McMahon, Megan Gray, Kaylen Bennett, and Shayla Van Tassell.
A huge thank you to Sherwin Williams for providing all the paint and supplies for phase one of the project. Pacific Power, through an agreement with the City of Coos Bay, has sponsored the entire project. We'd like to also send a shoutout to the CBDA Design Committee volunteers for the help in selecting our finalists. CBDA is grateful for all the support.

Save the Date for Juneteenth Celebration
Join us at the Coos History Museum (CHM) on June 18-19 for a weekend of live music, local vendors, and cultural performances as we celebrate independence.
If you are interested in being a vendor at the CHM's 2022 Juneteenth, please complete a vendor application. There is no cost to host a booth at this event. This weekend event is family friendly and welcome to all so please consider this when preparing for your both (i.e., activities, crafts, giveaways, etc. are welcome and encouraged). Applications are due Friday, June 10 at 3 p.m.

The City of Coos Bay is seeking volunteers to fill openings on the Library Board. Library Board – The Library Board, Coos Bay Municipal Code 2.25, was established by Ordinance No. 57 and consists of seven members. The term of office is four years. Up to three board members may at any one time reside in Coos County within the boundaries of School Dist. 9 but outside the city limits of Coos Bay. Members shall be limited to serving no more than two full consecutive terms; however, any person may be reappointed after an interval of one year. There are currently two openings on the Board.
