Bottle Bill Rules Package

These rules implement legislation related to the Oregon Bottle Bill.
- Directs OLCC to approve qualifying applications for alternative access redemption centers.
- Provides bottle redemption access to individuals who return bottles and cans on a daily or near-daily basis.
- Redemption centers are required to:
- Pay the refund value for fewer than 350 beverage containers returned by one person in a single day.
- Offer hand counting for up to 50 beverage containers per person per day.
- Establishes alternative access and low impact convenience zones.
- Adjusts operating hours for bottle redemption centers in different zones.
- Adds wine in a can to the Bottle Bill.
These rules are effective December 2, 2025.
