OLCC seeks public input on extending distilled spirits surcharge; revenue goes to state's general fund

Public Action: The Commissioners of the Oregon Liquor & Cannabis Commission will consider extending the existing 50-cent surcharge on distilled spirits. Per OAR 845-015-0138, the Commission shall consider any written or verbal comments before taking such an action.
Written Public Comment: Written comments can be submitted beginning January 13, 2025, through March 10, 2025, at 5:00 pm.

Verbal Public Comment: Individuals can offer verbal testimony at the Thursday, March 20, 2025, commission meeting. The meeting begins at 9:00 am. To offer testimony, please contact Laura Paul at laura.paul@olcc.oregon.gov by Monday, March 17, 2025, at 5:00 pm.
Commission Action: The Commission will vote on the extension at its regularly scheduled public meeting on Thursday, April 17, 2025.
Background:
- The current 50-cent per bottle (25 cents per mini bottle) surcharge is scheduled to expire June 30, 2025. The proposed action is a renewal of the surcharge that was initiated in the 2009-2011 biennium and most recently extended through the 2023-2025 biennium.
- If the surcharge is continued, it is expected to generate $39 million for the 2025-2027 biennium. Surcharge revenue is distributed to the State General Fund.
- The nine citizen commissioners are the policy-making body of the OLCC. They meet monthly to make decisions on liquor and cannabis licenses, rules, contested case hearings, and appointments of liquor store agents. - The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education, regulation, and distilled spirits distribution. Its aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies.
