OLCC Commissioners ratify 13 sanctions for liquor law violations and appoint two retail distillery liquor agents

 PORTLAND, Ore. – At their monthly meeting on November 18, the Commissioners of the Oregon Liquor Control Commission ratified the following stipulated settlements:

Ling Garden Restaurant, 915 NW 21st Ave., Portland; will pay a fine of $1,485 or serve a nine-day liquor license suspension for permitting an employee to mix, sell or serve alcoholic beverages, or supervise those who do, without a valid service permit. For failing to verify the age of a minor before allowing him to buy or be served an alcoholic beverage when he reasonably appeared under 26 years old, the licensee will install age verification equipment and will use the equipment to verify the age of any customer purchasing alcohol who reasonably appears to be under 26. Licensee is Ling Garden, Inc.; Hsien Hsiang Cheng, corporate principal.

Los Arcos, 4120 SE Commercial Street, Salem; will pay a fine of $1,815 or serve an 11-day liquor license suspension for an employee permitting three minors to be in an area of the licensed premises that is prohibited to minors. Licensee is Nencar, Inc.; Walter Cardenas and Rosa Membreno, corporate principals.

Torta Express, 2525, SW Baseline Rd., Cornelius; will pay a fine of $2,640 or serve a 16-day liquor license suspension for two violations. The first violation was for an employee who drank alcoholic beverages while in duty. The second violation was for employees selling, dispensing, serving, consuming or allowing the consumption of alcoholic beverages on the licensed premises between the hours of 2:30 a.m. and 7:00 a.m. Licensee is Leonel Saucedo Aguilar.

Dufur Pastime Restaurant & Saloon, 025 S. Main Street, Dufur; has paid a fine of $9,570 for six violations. The first violation was for destroying, damaging, altering, removing or concealing potential evidence or attempting to do so. The second violation was for permitting disorderly activity on the premises when a patron punched another patron. The third violation was for employees drinking alcoholic beverages while on duty. The fourth violation was for operating, encouraging or permitting games of chance or skill, contests, exhibitions, or competitions that involve drinking alcoholic beverages. The fifth violation was for permitting an employee to mix, sell, or serve alcoholic beverage, or supervise those who do, without a valid service permit. The sixth violation was for failing to evict patrons from the premises when they knew they had engaged in noisy, disorderly, or unlawful activities. Licensee is Dufur Pastime, Inc.; Kelly Dillard and Clifford Wirtz, corporate principals.

   

For an employee(s) failing to verify the age of a minor before allowing him/her to buy or be served an alcoholic beverage when he/she reasonably appeared to be under 26 years old:

Helen’s Market, 2 NW Broadway, Portland; will pay a fine of $1,485 or serve a nine-day liquor license suspension. Licensee will be removed from the Responsible Vendor Program. Licensee is J.B. Glade, LLC; Jae Hyuk Yang and Su Hyun Yang, members.

Food Mart, 2555 Cascade Ave., Hood River; will pay a fine of $3,795 or serve a 23-day liquor license suspension. Licensee will be removed from the Responsible Vendor Program. Licensee is Carson Oil Co., Inc.; Lance Woodbury, Sandra Gaylor, Terry Mohr, John Carson, Marlis Carson, and Lance Woodbury Irrevocable Trust, corporate principals.

Justa Pasta Co., 1336 NW 19th Ave., Portland; will pay a fine of $1,485 or serve a nine-day liquor license suspension. Licensee is Justa Pasta Co.; Roland Carfagno, corporate principal.

Ontario Grocery Outlet, 2670 SW 4th Ave., Ontario; has paid a fine of $1,485. Licensees are JDCD, Inc.; John Haffner and Darlene Haffner, corporate principals and Grocery Outlet, Inc.; Eric Lindberg, S. MacGregor Read, Jr., Michael Ward, Steven Read, Bradley Bloom, Thomas Herman, Christopher Hadley, and GOBP Midco, Inc., corporate principals.

Stockman’s Market, 81 SW 1st Street, Ontario; will pay a fine of $1,485 or serve a nine-day liquor license suspension. Licensee is Mannat, LLC; Bimal Kumar Bassi, member.

174th Market and Deli, 17405 SE Stark Street, Portland; will pay a fine of $330 or serve a two-day liquor license suspension. Licensee will also install age-verification equipment and will use the equipment to verify the age of every patron purchasing alcohol who appears to be under the age of 26. Licensee is K Golden Horse, Inc.; Min Kim and Mi Kim, corporate principals.

  

For permitting an employee(s) to mix, sell, or serve alcohol or supervise those who do without a service permit:

The Bistro, 263 N. Hemlock, Cannon Beach; will pay a fine of $1,815 or serve an 11-day liquor license suspension. Licensee is Venture III, Inc.; Matthew Dueber and Anita Dueber, corporate principals.

Seventh Mountain Resort, 18575 SW Century Drive, Bend; will pay a fine of $2,145 or serve a 13-day liquor license suspension. Licensee is Inn Spired, LLC; Randall Pape and Douglas Cochrane & Associates, LLC, members.

El Caporal, 2570 NE Twin Knolls Drive, Bend; has paid a fine of $1,815. Licensee is Los Camperos, Inc.; Carlos Anaya Galvan, corporate principal.

The Commissioners appointed the following Retail Distillery Liquor Agents:

Bull Run Distillery, John Rudi; 2259 NW Quimby Street, Portland

   Hard Times Distillery, James Stegall; 175 S 5th, Monroe

   Retail Distillery Liquor Agents are independent, private contractors, they are not state employees. Distillery Liquor Agents may sell bottles of their own liquor product from their premises.
