CIFA to Testify Before Congress, Support Grows for Federal Funding of the State Revolving Funds, and More
Council of Infrastructure Financing Authorities (CIFA) to Testify Before Congress
On Thursday, September 28, Lori Johnson will testify on behalf of CIFA before the Water Resources and Environment Subcommittee of the Transportation & Infrastructure in the U.S. House of Representatives, which has jurisdiction over the Clean Water State Revolving Fund (SRF). This is the third consecutive year that CIFA has been asked to testify before Congress.
Lori is Assistant Chief of the Financial Assistance Division for the Oklahoma Water Resources Board and serves as Secretary for CIFA’s Board of Directors. She will share the perspectives of the Clean Water SRFs, including the benefits of SRF subsidized loans, the impact of federal requirements on the cost of water infrastructure, and suggestions for changes to the Clean Water Act and Infrastructure Investment and Jobs Act to improve operations and outcomes.

State Revolving Fund Opportunities, Resources and Tools
Clean Water State Revolving Fund (CWSRF) is administered by the Oklahoma Water Resources Board
Drinking Water State Revolving Fund (DWSRF) is co-administered between Oklahoma Water Resources Board and Oklahoma Department of Environmental Quality
Bipartisan Infrastructure Law (BIL) funding for eligible water and wastewater projects will travel through the State Revolving Funds (Clean Water and Drinking Water State Revolving Funds).
BIL funding began state fiscal year (SFY) 2023 and will carry through SFY 2028.
