Packaging and Labeling: New Messaging
Beginning Nov. 1, 2025, per SB 518, medical marijuana product labels will require a warning notice regarding unlawful driving under the influence of cannabis (DUI-C). According to the bill, the warning must read: “It is illegal to drive a motor vehicle while under the influence of marijuana or marijuana products.” All products sold/transferred to a dispensary on or after Nov. 1 must be packaged to display the warning regardless of the production date.
The law also requires labels to include the following messaging:
-
"Women should not use marijuana or marijuana products during pregnancy because of the risk of birth defects.”
-
"This product has been tested for contaminants.”
New Patient Barcode

Beginning Nov. 1, 2025, per SB 774, new and replacement patient licenses will feature a 12-character identifier and a PDF417 barcode instead of the current 24-character identifier.
Please note: the PDF417 barcode will display the new 12-character number in plain text; however, specific software or compatible scanners may be required to read the barcode or integrate with your POS system. Businesses will also have the option to manually enter the 12-character number if barcode scanning is not supported.
Pre-Packaging Reminder
Regarding HB 3361 and HB 2807, the grace period for deli-style flower ends Nov. 1. Dispensaries have until Nov. 1, 2025, to sell, transfer or waste any deli-style medical marijuana received before June 1, 2025.
