In case you missed it, OMMA sent out an email about the new permanent rules that took effect Aug. 11. The permanent rules include changes required by legislation or to provide clarity for licensees. The rules:
- Clarify specific patient transaction information required to be maintained by a dispensary; OAC 442:10-5-6(b)(3)(A)
- Clarify the requirement that businesses shall use the OMMA-provided verification system; OAC 442:10-5-12(c)

Adjust packaging standards by allowing transparent child-resistant containers and require an opaque exit package at the point of sale pursuant to House Bill 3019 (2022); OAC 442:10-7-1(d)(3)
- Allow a grower to send a harvest batch to a processor for decontamination before it has been compliance tested and fails; OAC 442:10-8-1(d)(1)
- Permit a commercial licensee to transport their own waste to a licensed waste facility; OAC 442:10-9-6(c)
- Allow the collection of multiple harvest batches of shake and trim that have passed required testing into a new homogenized batch; OAC 442:10-8-1(s)(4)
- Reorganize the subsection on pre-rolls and kief for clarity and clarify testing requirements for infused pre-rolls; OAC 442:10-8-1(s)(3)

Application Status Terms If an applicant receives notice that their application has been rejected, this means the applicant has not provided the required information for approval, but they are still able to correct and resubmit the application. An applicant has 30 days to resubmit the required information for reconsideration.
If a rejected application is not resubmitted within 30 days of rejection, the application will be automatically canceled. A canceled application cannot be resubmitted.
If an application that has been resubmitted is still incomplete or contains errors that are not clerical or typographical in nature, it can be denied. A denied application cannot be resubmitted.
Upcoming Event: Veterans Roundtable OMMA is pleased to announce our next Veterans Roundtable from 1-3 p.m. Oct. 26. This session will focus primarily on patient safety. The session is in the Multipurpose Room on the first floor of the east side of the Oklahoma State Capitol in Oklahoma City, 2300 N Lincoln Blvd.
Please RSVP to attend. Free parking is available in the south lot. The closest entrance is on the east side, and ADA compliant entrances are on the south and west sides. Administrators of the Oklahoma State Capitol recommend parking in the south lot. Parking is free, but the area can get crowded when the Legislature is in session (February-May). Tobacco and cannabis consumption are prohibited in and around the state Capitol.

Metrc Support Tickets The best way to get help for a Metrc-related issue is to submit a support ticket to Metrc and wait for Metrc to contact you. NOTE: Metrc will contact OMMA on your behalf if it requires OMMA's action or guidance. If you call or email again about the same issue, Metrc will open a new ticket which creates a longer wait time for you.

As a reminder, growers, processors, dispensaries, labs and transporters are required to submit a Foreign Financial Interest Attestation form within 60 days of OMMA’s approval of the license application. Applications are submitted by businesses for initial and renewal licenses.
By state law, failure to complete this attestation within 60 days of application approval will result in the revocation of your OMMA license.
A separate attestation is required for each business operation at the time its application is approved. Failure to submit the required attestation within the 60-day time period is subject to revocation of the license. For example, if your business owns a grow license and a processing license, an attestation must be completed for the grow license and an attestation must be completed for the processing license. If your business owns more than one grow license, a separate attestation is required for each grow license.
If you have not completed the Foreign Financial Interest Attestation, visit the website of the Oklahoma Bureau of Narcotics and Dangerous Drugs Control.
If your business is no longer active or operational, you may surrender your license. To surrender your license, please visit omma.ok.gov/surrender. Any associated transporter agent cards will also be surrendered.
As a reminder, OMMA can order embargoes. OMMA-licensed businesses can issue recalls, and OMMA can also ask businesses to issue them. Be sure to bookmark and refer to our Embargoed and Recalled Products webpage at omma.ok.gov/recall. State laws and OMMA rules require the businesses to provide notice to patients who bought recalled products.
Complaints about medical marijuana businesses are reviewed by OMMA’s Compliance Department. Compliance inspectors and/or law enforcement officers may follow up on complaints for further investigation.
Visit omma.ok.gov/complaint to use the OMMA Business Complaint form. You may remain anonymous if you want. Please provide as much information as possible. Complaints are reviewed in the order received, but threats to public health and safety are prioritized.
Licensees who wish to voluntarily surrender their OMMA license may do so by visiting omma.ok.gov/surrender.
OMMA and other state agencies will be closed Monday, Sept. 4, for Labor Day. Even when OMMA is closed, individuals can log in to the licensing portal to apply for or manage any license with OMMA.
