The Oklahoma Medical Marijuana Authority (OMMA) has identified common mistakes licensees often make in Metrc. Licensees are responsible for ensuring their actions are compliant with OMMA rules and state law, including tracking and reporting requirements in Metrc. Mistakes made by licensees in Metrc may result in the need for assistance in resolving errors or administrative action.

Tracking vs. Compliance
Being credentialed in Metrc and using it to track your inventory is required by state law and OMMA rules. Licensees are responsible for ensuring all their actions in Metrc are also compliant with OMMA rules and state law. There are fields in Metrc where you have to be sure the information you enter is compliant with OMMA rules.

Harvest Batches
All harvested medical marijuana must be separated into harvest batches. Harvest batches must be uniform in strain, cultivated using the same cultivation practices, harvested at the same time from the same location, and dried or cured under uniform conditions. Multi-harvest and/or multi-strain batches of flower, shake or trim are not compliant with our current rules. But growers are allowed to package, test and transfer multi-harvest and/or multi-strain non-infused pre-rolls and kief.

It’s important to remember harvest batches must not exceed 15 pounds with the only exception being plant material that will be transferred to a processor for concentrate production may be in batches of no more than 50 pounds.

The best way to get help for a Metrc-related issue is to submit a support ticket to Metrc and wait for Metrc to contact you. NOTE: Metrc will contact OMMA on your behalf if it requires OMMA's action or guidance. If you call or email again about the same issue, Metrc will open a new ticket which creates a longer wait time for you.

One of the most common themes from licensees was a desire to see changes that would require new state laws. While OMMA is hard at work on improving our internal processes, we must follow the letter of the law.

Administrators of the Oklahoma State Capitol recommend parking in the south lot. Parking is free, but the area can get crowded when the Legislature is in session (February-May). As a reminder, growers, processors, dispensaries, labs and transporters are required to submit a Foreign Financial Interest Attestation form within 60 days of OMMA’s approval of the license application. Applications are submitted by businesses for initial and renewal licenses.

By state law, failure to complete this attestation within 60 days of application approval will result in the revocation of your OMMA license.

A separate attestation is required for each business operation at the time its application is approved. Failure to submit the required attestation within the 60-day time period is subject to revocation of the license. For example, if your business owns a grow license and a processing license, an attestation must be completed for the grow license and an attestation must be completed for the processing license. If your business owns more than one grow license, a separate attestation is required for each grow license.

If your business is no longer active or operational, you may surrender your license. To surrender your license, please visit omma.ok.gov/surrender. Any associated transporter agent cards will also be surrendered.

Patients pay the 7% State Question 788 excise tax when buying medical marijuana products at a dispensary. As of fiscal year 2023, the revenue is handled as proposed in SQ 788:

Complaints about medical marijuana businesses are reviewed by OMMA’s Compliance Department. Compliance inspectors and/or law enforcement officers may follow up on complaints for further investigation.
