The Oklahoma Medical Marijuana Authority (OMMA) has identified common mistakes licensees often make in Metrc. Licensees are responsible for ensuring their actions are compliant with OMMA rules and state law, including tracking and reporting requirements in Metrc. Mistakes made by licensees in Metrc may result in the need for assistance in resolving errors or administrative action.
Metrc Monthly Fees Metrc issued a bulletin Dec. 9 regarding the monthly fee all commercial licensees must pay to Metrc. Beginning Dec. 20, the Metrc account for any license that is behind on payments will show a yellow banner with instructions based on how long payments are overdue. The bulletin also has instructions for how to set up a payment method online or pay by check/money order. If a commercial licensee loses access to the state inventory tracking system due to circumstances within its control, the commercial licensee may not perform any business activities that would be required to be reported into the state inventory tracking system until access is restored and reporting is resumed. Contact Metrc Support at 877-566-6505 or support@metrc.com for questions about Metrc account payments.
Metrc Support Tickets The best way to get help for a Metrc-related issue is to submit a support ticket to Metrc and wait for Metrc to contact you. NOTE: Metrc will contact OMMA on your behalf if it requires OMMA's action or guidance. If you call or email again about the same issue, Metrc will open a new ticket which creates a longer wait time for you.
Monthly Reporting Licensees reporting business activities in Metrc fulfills the requirement to complete monthly reports. Businesses with zero inventory must use the OMMA Monthly Reporting Template until zero inventory reporting is available in Metrc. That report is due on the 15th of each month.
Untagged Waste Disposal If you have untagged products that need to be disposed of legally, make arrangements first with a licensed waste disposal facility to pick up the waste. Then, fill out our Inventory Waste Accommodation Request. OMMA will open an external transfer in Metrc for the waste company and notify the waste company when that process is complete. The waste company can then pick up the waste and legally dispose of it.
The OMMA Dashboard is an analytical tool that actively monitors and analyzes data from multiple systems including Metrc. Maintained and updated by NCS Analytics, the OMMA Dashboard provides up-to-date information about Oklahoma’s medical marijuana industry and helps direct our compliance and enforcement activities.
This dashboard is also a tool for the industry, providing data and analysis previously unavailable in our state. We encourage commercial licensees to review the data, and OMMA and NCS will soon upgrade this tool to include:
- An improved dashboard with more data.
- More frequent updates.
- County heat map of licenses.
View the OMMA Dashboard by visiting omma.ok.gov/data.
Applications and Requests: 90 Business Days OMMA has 90 business days to process new/renewal commercial license applications and business requests like transferring ownership, location changes and business name changes. OMMA processes applications and requests in the order received. Each submission may take up to 90 business days for processing. If you resubmit a rejected application or request, OMMA will review it within 90 business days as well. You will receive an email when your application or request has been processed. You can also log in to your profile on our licensing portal to see the status of an application or request.
Employer Deactivation of Transporter Agent License Commercial facilities employing a transporter agent are responsible for deactivating the transporter agent license within 14 days of the date an agent ceases to work for them as a transporter. This deactivation shall not be subject to appeal.
To deactivate a transporter agent license, log in to the licensing portal and go to your business dashboard. Click the "Manage Business" button to see all active applications and transport agent licensees for your business. Click the one you want to deactivate and follow the instructions.
Forms and Such OMMA keeps a list of commercial inspection forms, resources and checklists available to you at omma.ok.gov/forms.
When lawmakers create new state laws regarding medical marijuana, OMMA enters the rulemaking process to incorporate the new state laws into OMMA’s permanent rules. As part of the rulemaking process, we accept and review public comments about proposed changes.
Visit omma.ok.gov/comment through 5 p.m. Thursday, Dec. 15, to review and comment on OMMA’s proposed permanent rules. The rules and summaries of changes are included on the page. There will also be a public hearing to comment in person at 9 a.m. Thursday, Dec. 15, in Room 535 of the Oklahoma State Capitol, 2300 N Lincoln Blvd., in Oklahoma City. The meeting will be livestreamed and recorded on the Oklahoma State Senate website. Anyone who wishes to speak must sign in at the door by 9:05 a.m.
OMMA will consider the comments received and submit rule documents to the Oklahoma Legislature for consideration during the 2023 regular legislative session. The permanent rules would take effect with the governor’s approval later in 2023. They’ll be posted at omma.ok.gov/rules.
