Update to COVID-19 Emergency Declaration Blanket Waivers
On April 7, 2022, CMS notified providers in QSO Memo QSO-22-15-NH & NLTC & LSC that some of the COVID-19 Emergency Blanket Waivers would be ending.
There are multiple Emergency Declaration Blanket Waivers ending either 30 or 60 days from publication of QSO-22-15-NH & NLTC & LSC. The Training and Certification of Nurse Aides for SNF/NFs - 42 CFR §483.35(d) (Modification and Conditional Termination) is ending 60 days from the publication date.
CMS reminded states that all nurse aides, including those hired under the above blanket waiver at 42 CFR §483.35(d), must complete a state approved Nurse Aide Competency Evaluation Program (NATCEP) to become a certified nurse aide. Additionally, CMS did not waive the requirement that the individual employed as a nurse aide be competent to provide nursing and nursing related services at 42 CFR §483.35(d)(1)(i), and that requirement must continue to be met.
In a CMS press release on April 7th, CMS stated they will maintain flexibility for certain requirements, such as making temporary waivers available for nurse aides’ certification if there are documented capacity issues in training or testing programs, and CMS will retain the ability until the expiration or termination of the national COVID-19 PHE to issue individual state-based, county-based, or facility-based waivers as needed. Nurse Aide Training Program and Certification Renewal
The Oklahoma State Department of Health (OSDH) - Nurse Aide Registry (NAR) is responsible for the approval and monitoring of Nurse Aide Training and Competency Evaluation Programs including, but not limited to, education-based programs and employer-based program, and determining curricula and standards for training and competency programs as specified in § 63-1-1951(A)(2-3).
For your convenience we are providing a list of approved Nurse Aide Training and Competency Evaluation Programs and you may also locate the list, along with additional resources, on the OSDH Nurse Aide Registry website.
If you are needing to renew your nurse aide certification you may renew up to six (6) months in advance by submitting a digital application.
If you have had a name change since your last renewal please include a certified copy of the marriage license or other court document which reflects the changes of name when you submit the application.
