**NEW: Learn more about OK Stable Accounts

ABLE is Achieving a Better Life Experience account which is Federal law that acts as a 529 and a savings account and a special needs trust. Families and friends can save for Oklahomans who have a disability and will not affect their benefits.

"ABLE accounts help me continue to provide for my son who has a disability after I am gone and his life won’t change and still keep his benefits," Ellyn Hefner, Mom & Financial Advisor. "Part of the problem is the awareness of the law and how it works." Doug Jackson, Assistant Deputy Director of STABLE accounts is coming to Oklahoma to help us better understand how these accounts can help Oklahomans save for their future!

Register for in-person OR virtual learning on December 2, 9-10am OR 2:30pm-3:30pm (same content at both meetings).  
In-Person will be held at MetroTech Springlake Campus, Economic Development Center, 1900 Springlake Dr., Oklahoma City, OK 73111.   If you register for virtual attendance, a link will be emailed to you.

**NEW: Stipends for Speech-Language Pathologists and Certified School Psychologists

OSDE Teacher Certification Department is preparing to pay stipends to eligible National Board for Professional Teaching Standards (NBPTS) - certified teachers, speech-language pathologists (SLPs), and nationally certified school psychologists in January. 

Speech pathologists, please make sure that a copy of your 2022 ASHA Certification is received by the Teacher Certification Department by December 30. In order to ensure that all SLPS appear on the list for payment, SLPs must submit a valid American Speech-Language-Hearing Association (ASHA) card with an expiration date of December 31, 2022. Receipts will not be accepted. A copy of the ASHA card must include the six-digit Oklahoma teacher number and must be received by OSDE's Office of Teacher Certification by December 30, 2021

Email copies to Bunny Farley or fax them to (405) 522-1520 in the Teacher Certification Department. Please do not send this information to the Special Education Services Division. 


**NEW: Oklahoma School for the Deaf

OSD

Oklahoma School for the Deaf has released a new brochure.  This brochure will replace the current brochure in EDPlan.  Please begin to give out this new brochure to parents of students with auditory impairments at the annual IEP meeting.


**NEW: Guidance Brief

OSDE-SES is pleased to announce over the coming weeks we will be releasing topical guidance briefs in order to provide expanded and specific guidance over a wide range of topics.  These guidance briefs will be released through the Tuesday listserv and will be housed long-term for your reference on the special education webpage under the Technical Assistance button for Guidance Brief also on the corresponding topical page, if any. 


Educational Interpreter Registry

If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry.  All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs.

Test Administrator Training Protocol

Test administrators may begin completing training courses. Courses are accessed in the Module Training Site. The DLM system will only assign training courses to users assigned a teacher role in Educator Portal. District administrators who would like to complete DLM training must assign themselves a teacher role.

  • All training must be completed before administering the DLM assessment.
  • Each post-test must be completed with a score of 80% or better. All post-tests must be successfully completed for the entire training course to be complete.

DLM Instructionally Embedded Assessments (Optional)

2021-2022 Window: September 13th – February 26th

Instructionally embedded assessments are computer-delivered alternate assessments that are intended to integrate classroom instruction and assessment in a cycle throughout the year. The Instruction and Assessment Planner is used to create instructional plans and assign testlets for students. These assessments are only used during the instructionally embedded window. **NEW: ARP IDEA Budget Meeting

When: Thursday, November 18th from 9:00AM - 11:00AM

The Oklahoma State Department of Education, Special Education Services, will be hosting a virtual come and go ARP IDEA Budget meeting on November 18th, from 9:00 a.m. to 11:00 a.m. The meeting is to allow districts to ask questions about issues they have concerning: ARP IDEA budget applications, coding, how ARP funds affect Maintenance of Effort, and ways to use these funds.

All district staff are welcome to participate.

**NEW: Excess Cost

All districts should verify their excess cost report for compliance in meeting excess cost. This report can be located on the OCAS website under district reports. Should any FY21 data need to be updated, please contact Katherine Black (405) 522-0275, or Kelly Freeman (405) 521-2349. OCAS can unlock your data at the superintendent’s request, and you must state what updates need to be made.

REMINDER: No data changes can be made after December 1. If districts do not meet excess cost their district could be losing funds.


American Rescue Plan

The American Rescue Plan (ARP) was signed into law on March 11, 2021, offering the first
COVID-19 related targeted IDEA resources to address the challenges faced in ensuring services for children with disabilities.

Effects of Federal Funding on IDEA Maintenance of Effort

IDEA Part B/ARP funding regarding Maintenance of Effort (MOE) requirements have not been waived and no exceptions are available for ARP funds. LEAs must maintain and not supplant their State and local funds from one fiscal year to the next. IDEA Part B and ARP funds are federal funds and do not affect the LEAs ability to meet MOE unless these federal funds have been used to replace expended State and local funds.

Understanding and Nurturing the Communicative Competence of Learners with Significant Disabilities

Understanding and nurturing the communicative competence of learners with significant disabilities is a challenge. This workshop will focus on assessing levels of communication for learners at the non-symbolic or early symbolic level of communication. The Communication Matrix will be used to review the assessment process and how to target levels for instruction and programing. There will be a variety of examples of learners with significant disabilities along with interventions to promote transition from pre-symbolic to emerging symbolic communication and continued progress.

OSDE Spring Boot Camp

Applications are now being accepted for the Spring OSDE Boot Camp. The dates for Boot Camp will be January 8, 2022 – March 26, 2022. Please read the attachment OSDE Spring Boot Camp before submitting an application.


Special Education Paraprofessional Requirements

As the 2021-22 school year begins, a reminder of the special education paraprofessional requirements are: 

  • OSDE special education paraprofessional training through Pepper, career technology centers, or other state-approved training providers, 
  • Cardiovascular Pulmonary Resuscitation (CPR)/First Aid, maintaining current certification. 
  • Universal Precautions/Bloodborne Pathogens yearly training, and 
  • Six hours of professional development each year. 

If you are looking to enroll your paras into the OK Paraprofessional courses through Pepper, the first step is to ensure they have an account with Pepper. Please reach out to PCG-Pepper Support for access. The PCG-Pepper Support Staff will respond within 24 hours regarding the process for setup.  Paraprofessionals typically do not have access to OK EdPlan, they must be setup directly within Pepper.
