The FY22 Initial State Aid Formula Allocation (7/20/2021) has been posted on the State Department of Education's Single Sign On (SSO) application under State Aid Management System (SAMS) Allocations.
FY22 Initial State Aid Formula Allocation $3,516.98
Foundation Aid Factor of $1,782.98
Salary Incentive Factor of $86.70
FY21 Initial State Aid Formula Allocation $3,466.49 (Increase of $50.49)
FY21 Midyear/Final State Aid Formula Allocation $3,390.98 (Increase of $126.00)
The addition of $136.2 million in funding for the State Aid Formula greatly contributed to the factor increase. In comparing the initial FY22 allocation to the initial FY21 allocation calculation, the high year Average Daily Membership (ADM) increased by 23,408.10 and the Weighted Average Daily Membership (WADM) increased by approximately 37,031.19, even though 267 districts lost FY19 WADM as their high year.
To help with the estimated growth in Early Childhood and Kindergarten and the uncertainty in student mobility, this year we retained two percent (2%) of the appropriation (an increase of half a percent) instead of the minimum of one and a half percent (1.5%), which is an additional $12 million more for the midyear adjustment.
The FY22 State Aid Formula chargeables increased $26.9 million compared to this time last year. All State Dedicated collections, excluding County 4-Mill, are the full twelve (12) months of FY21. County 4-Mill is using eleven (11) months of the preceding year and one (1) month of the second preceding year.
The State Aid Calculation Sheet and all other supporting documentation will be posted Wednesday, July 21, on the State Aid webpage.
The first State Aid Formula allocation payment will be in August at nine percent (9%), instead of the normal eight percent (8%), based on your most recent allocation. Available funding has allowed for the increase in August distribution. The 150% and 300% penalties will be assessed prior to the first payment.
Should you have any questions regarding this allocation or supporting documentation, please contact State Aid.
