Professional Development Bonus for District Determinations

Survey

Districts may now submit 2020-2021 school year professional development documentation to receive up to two bonus points on the annual district determination (issued November 2021).  Note that not all PD qualifies for the bonus: please read the qualifications carefully when you open the link. Districts who were assigned Level 2 or Level 3 supports (DMR 2 or DMR 3) during the 2020-2021 School year will automatically earn bonus points for timely completion of monitoring requirements and do not need to complete the survey.  The survey close date is October 15, 2021.  Please submit your information by clicking on the icon above.

Educational Interpreter Registry

If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry.  All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs.

End of Year Data Reports Due June 30th

Reminders

End of Year data corrections and submissions are due tomorrow June 30, 2021.

  • Complete your district Summary Data page. More than 100 districts still have not submitted this mandatory information.
  • If you have any delayed evaluations (indicator 11), or eligibilities and IEPs for children under 3 (indicator 12), report these per our guidance on a separate spreadsheet.

  • Review your early childhood outcomes report: children who will enter kindergarten in the fall need their exit ratings now.

  • Exiting will not be finalized until late August or early September. Do not worry about students who are not yet exited in EdPlan. Those should update when the SIS sends the information to the Wave.

  • Discipline incidents resulting in suspensions must be reported for all special education students.

  • Certification will open on July 2 in the SSO Special Education Child Count application.

Mandatory Reporting for Restraint, Seclusion and Corporal Punishment

This week, OSDE-SES will send out an email notice to district superintendents and special education directors detailing a new mandatory report on the use of restraint, seclusion and corporal punishment with students with disabilities. Districts will report any incidents via a survey form, which must be completed by August 20. We will send periodic reminders to districts that have not yet completed the form. Only one report per district is needed. If you do not receive the notice by this Friday, please email Ginger Elliott-Teague

High Needs Applications

High Needs Tier I and Tier II applications can now be submitted. Applications can be located on the OSDE-SES website under Finance. All applications must be submitted by the fourth Friday of July (July 23, 2021).  Applications can be mailed, faxed to (405) 522-3503 or emailed. Contact your finance specialist for assistance.

COOP/Interlocals

Districts participating in a COOP and/or Interlocal must complete a COOP/Interlocal application. The application can be found on the OSDE-SES website under Finance.  Contact Janet Felton at (405) 522-6297 for any questions or for assistance.

Special Education Project 617, COVID Assist

Project 617 COVID Assist was created to assist districts with the recovery of the COVID19 Pandemic for Special Education.  Districts were allotted an allocation in fiscal year 2020.  Due to these funds being awarded in June 2020, districts were allowed to carryover funds into fiscal year 2021.  However, these funds must be encumbered by June 30, 2021 and will not carryover into fiscal year 2022.


FY2021 Closeouts

The FY21 Closeout is now ready for districts to perform online in the Grants Management System. All FY21 claims must be submitted and in an “Approved Status” prior to performing the closeout. For assistance please contact your finance specialist.


Claim Deadlines

  • June 1st is the deadline to file a payable claim to be reimbursed by June 30th.

  • August 1st is the deadline to file a final claim for reimbursement in fiscal year 21.

  • September 1st is the deadline to close out Special Ed programs for fiscal year 21. 


FY2022 Assurances

The FY2022 Assurances are now available! 

Follow these steps: 

  1. You can access the Assurances through your Single Sign On.
  2. Click on the Grants Management/Expenditure Reporting.  
  3. Once on the GMS Access Select page, you will need to change the Select Fiscal Year to 2022
  4. Lastly, proceed to create your Assurances.

FY2022 LEA Agreement

The FY2022 LEA Agreement is now available online. The due date is prior to July 1st.

Follow these steps: 

  1. You can access the LEA Agreement through your Single Sign On.
  2. Click on the Grants Management/Expenditure Reporting.
  3. Once on the GMS Access Select page, you will need to change the Select Fiscal Year to 2022.
  4. Lastly, proceed to create your LEA Agreement.

 Districts must complete their FY2022 Assurances prior to completing their FY22 LEA Agreement. If assistance is needed please contact your finance specialist.

OSDE sponsored events, professional development, and conferences are beneficial to special education teachers and staff. Additionally, Project 613 does not have a deadline to submit an application. Districts can submit an application at any time. Please Note: All upcoming activities and events are subject to being rescheduled, canceled, or move to an online format. Information about any changes will be posted to the listserv.

Training/Webinars

New EDPlan Navigation Webinar in July Webinar Trainings Provided by EdPlan Include

This training is recommended for new users in EDPlan before attending future trainings.  Experienced users are welcome to attend to see the improvements made in the new EDPlan design.  The navigation webinar will cover accessing students, running reports, wizards, caseloads, etc.

The webinar schedule and registration link are located in EdPlan on the Main page at the bottom under Documents.  Click on the Help Links tab and click on EdPlan July Webinar Schedule. 

Once the EdPlan July Webinar Schedule is opened, you can choose which date and time works best.  To register for a particular webinar, click on the Registration Link next to the one you want to attend.


Special Education Leadership Webinar Series

When: July 13, 2021 - 3:00-5:00PM 

Discussing topics such as organizational leadership, strategic analysis, and goal setting, this multi-session webinar series will provide special education directors and other district program staff the opportunity to seek out what it means to be a part of an organization. Questions such as “what currently is”, in an organization, and also, “what currently could/should be” for it to achieve its mission will be the center point of discussion. Participants will come away from the sessions with the knowledge and understanding to help fulfill their goal of providing quality education to all students.

Professional Development

The Micro-Credential Route to Severe-Profound Certification

Micro-credentials provide a pathway to professional growth, increase employability, and develop teacher leaders. Redefining the professional learning experience, micro-credentials shift the emphasis from seat time to demonstrated competence. Licensed educators learn, practice, receive feedback and demonstrate mastery of standards leading to severe/profound certification.

The State Board of Education shall issue a two-year provisional certificate in the endorsement area of severe-profound disabilities to any individual who has obtained a standard certificate in the endorsement area of mild-moderate and commits to completing a state-approved micro-credential program to severe-profound endorsement within two years. OSDE Late Summer 2021 Special Education Boot Camp

Boot Camp Dates: August 1, 2021 – September 25, 2021

Open Dates to Submit Applications will be Monday, June 28 through Monday, July 19.  Acceptance letters for the Late Summer 2021 Boot Camp Cohort will be sent Wednesday, July 21.

This hybrid certification program is designed for candidates who meet the following criteria:

  • Hold a four-year degree from a regionally accredited institution of higher education.
  • Grade point average of 2.75 or higher from a previous degree program.
  • A recommendation from a representative at a school district or institution of higher education.
  • Pass a national background check.
  • Commit to continued education at a master's degree level.
  • Reliable access to computer and wifi.

Paraprofessional Training - Part I and II in Oklahoma City

Para

The Oklahoma State Department of Education – Special Education Services Division in collaboration with Dr. Kaylin Coody will be hosting a paraprofessional training in Glenpool. Topics of discussion include: Behavior Strategies, Progress Monitoring, Data Collection, and Classroom Behavior Management for Paraprofessionals. The training, in addition to online work, will provide the required hours of SDE curriculum necessary for the OSDE Paraprofessional Certificate.

The training is divided into two parts – Part I and Part II. Participants will need to register and complete both Part I and Part II at that location. If participants do not complete both sessions at the location, they will not receive credit for the required hours necessary for the OSDE Paraprofessional Certificate.

The training is free of charge if participants attend both sessions. If attendees do not participate in both training sessions, the district will be responsible for the cost associated with the participant(s).

Registration is required as enrollment will be limited due to COVID-19, as we will be implementing and following CDC and State guidelines. All participants will be required to wear a mask.
