Caseload Survey

The Oklahoma State Department of Education Special Education Services (OSDE-SES) has determined a need to revise the Caseload policy currently in effect to better address the needs of students and teachers. To do this, we must have stakeholder input and involvement. This is a reference to the current caseload policy, not the calculation within EdPlan reporting. To view current policy, click here.

Educational Interpreter Registry

If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry.  All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs. 


District-Level OAAP Participation Expected to Exceed 1.0 percent

Required: If your district is anticipating more than 1.0 percent of your testing population will participate in the OAAP/DLM testing in the 2021 spring operational window, the survey: “2021 Justification for Exceeding 1.0 Percent OAAP Participation” must be completed online by February 5, 2021. If your district is not expecting to exceed the cap, no action is required. 

The survey is designed to be completed by someone at the administrative level with special education and state testing knowledge. It may be completed by either the District Testing Coordinator, Special Education Director, or someone in a similar position. A link to the survey, a pdf template version of the survey, and resources for completing the online survey are posted to https://sde.ok.gov/assessment under the heading “Justification for Exceeding 1.0 Percent OAAP Participation”.


OAAP DLM/KITE Educator Portal Student Upload

Students have been uploaded into KITE Educator Portal. Ensure student data for your district is correct: 

  • Check STNs and student demographics;
  • Ensure grade levels and disability categories are correct;
  • Check for and add students not included in the upload; and
  • Remove students no longer enrolled in the district and those who do not qualify for the OAAP.

Enrollment data was based on current IEP records in OK EDPlan from 01/08/2021. Any student designated as taking the OAAP after this date will need to be uploaded into Kite manually by the DTC. For technical assistance with adding, modifying, or removing students in KITE Educator Portal, contact the OK Service Desk at 1-844-261-6481. 


Oklahoma State Systemic Improvement Plan Meetings

Oklahoma is embarking on a new State Systemic Improvement Plan (SSIP) and we are seeking stakeholder input to help the initial planning process. The SSIP is a comprehensive, multi-year plan that states are required to develop and report on annually to improve results of children with disabilities. In developing the SSIP, states look at data to determine gaps and analyze the state system. 

Please join us for one of the following stakeholder meetings to help the development of the new SSIP. We will take time to examine why we are embarking on a new SSIP, the results from the survey, additional data and more.

Parent Center Hosted Oklahoma State Systemic Improvement Plan Meetings

Oklahoma is seeking parent input to help in the planning process to establish a new plan to improve the results of children with disabilities.  This plan is called the State Systemic Improvement Plan or SSIP. The Oklahoma Parent Center is hosting two stakeholder meetings for parents. Please see attached flyer and share with your community.

Project 613 UPDATE

OSDE sponsored events, professional development, and conferences are beneficial to special education teachers and staff. Additionally, Project 613 does not have a deadline to submit an application. Districts can submit an application at any time. Please Note: All upcoming activities and events are subject to being rescheduled, canceled, or move to an online format. Information about any changes will be posted to the listserv.

Oklahoma Autism Center Updates on Trainings for 2020-2021

Enhancing Communication for Students with Autism Spectrum Disorder

When: Friday, January 15, 2021 9:00 am - 4:00 pm

* ASHA CEU Credits available

This workshop is designed for elementary educators and speech-language pathologists working with students with autism and other developmental disabilities. Upon completion participants will have a better understanding of best practice for enhancing communication and serving students in the school setting.

Topics include:

  • Identifying goals and methods for documenting progress
  • Advantages of different service delivery options
  • Review current evidence regarding effective intervention
  • Utilizing a team approach

Community Connections Webinar Series

Featured Organization: Oklahoma Autism Network

OSDE-SES is partnering with community organizations for a new webinar series entitled "Community Connections." Sessions are intended for special education professionals and related service providers.

Rene' Daman, Director of the Oklahoma Autism Network out of the University of Oklahoma's Health Sciences Center will speak in January. Join us to learn more about the supports and services the Network provides across the state and how to access them.

American Sign Language (ASL) Courses

This course introduces the basics of American Sign Language (ASL) and is designed for adult learners who are looking for meaningful and conversational ASL that is readily applicable to their daily routines. ASL Instructor, Virginia Maze, will offer group classes once a week. During these group sessions, the instructor will present a vocabulary lesson, information about the Deaf Community and Deaf Culture, and resources for additional practice. Participants will be able to ask questions during class and make suggestions for lesson topics.

New LEA Directors Webinar Series (Save the Dates)

This webinar series provides opportunities throughout the school year for new special education directors and other district program staff to receive information on important topics to help new directors understand the federal and state context of various requirements under the IDEA. The Center for Technical Assistance for Excellence in Special Education (TAESE) will provide a federal perspective and discusses the connection between the Office of Special Education Programs (OSEP) and the state, while the OSDE will provide a state perspective and discuss the connection between the state and school districts.

January Webinar Trainings Provided by EDPlan Include:

Introduction to EDPlan – Benefits new EDPlan users.  This is an introduction to using the OK EDPlan program and covers navigation, compliance, EDPlan documents, student history, access to guides and manuals.

Eligibility Process – Benefits users that are responsible for Eligibility Determination for students.  We cover an introduction to completing the Eligibility Process in EDPlan.

IEP Process –Benefits users responsible for student IEP’s.  We cover caseload and student organization as well as how to create a compliant IEP in EDPlan.

Creating a Goal Bank – Benefits users responsible for writing goals and objectives.  We cover how to create an individual user Goal and Objective bank based on the user log-in.

Goal Progress Monitoring and Progress Reports – Benefits users reporting on student progress.  This is an introduction to the new Goal Progress Monitoring (GPM) module which includes setting up goals and objectives for GPM for a new IEP and an existing IEP, connecting goals to services, entering the student data and completing Progress Reports.

Functional Behavior Assessment / Behavior Intervention Plan – Benefits users that are responsible for users responsible for documenting and creating functional behavior assessments and behavior intervention plans.

504 Process – Benefits users that are responsible for the eligibility and the creating a sec. 504 Student Plan. This webinar cover the navigation of EDPlan 504 process.
