High Needs Applications

High Needs Tier I and Tier II applications can now be submitted.  Applications can be located on the OSDE-SES website under Finance.  All applications must be submitted by the fourth Friday of July.  Applications can be mailed, faxed (405/ 522-3503) or emailed.  Contact your finance specialist for assistance.

END OF YEAR DATA REMINDERS

1.     The due date for the end of year data submission is approaching! Submit and review your data reports in EdPlan by June 30, 2020…two weeks from today. At this time, nearly 300 districts have not entered any data in their District Summary Data page. Untimely submission is penalized, so please complete it as soon as possible.

2.     CLARIFICATION on submitting your district’s counts of initial consents and eligibility outcomes: When submitting Indicator 11 counts, districts must submit data on all initial evaluations, whether completed or not, that were initiated this school year. Example: parents give consent to evaluate in January, and the evaluation was due late March. Because of school closures, the new deadline was moved to mid-April. It could not be completed because of distance education, so is considered as a delayed evaluation. Report this as a late evaluation due to an “extreme event.” For all initial evaluations: if the consent was received this school year, report on the outcome this school year, whether completed yet or not. Do not wait to report until next year. Student information for incomplete evaluations must also be reported on the appropriate noncompliance spreadsheet.


I-SMART Usability Teacher Dashboard Study

The Innovations in Science Map, Assessment, and Reporting Technologies (I-SMART) Project, funded by the US Dept. of Education, is designing and evaluating an innovative teacher reporting dashboard. I-SMART is seeking elementary, middle, and high school teachers of students with significant cognitive disabilities from Oklahoma to participate in two 60-minute remote interviews during the Summer of 2020. Teachers will each be compensated $300 for participating in the study.

Educator Portal users with any of the roles listed below now have access to Individual Student Score Reports and Aggregate Reports in Educator Portal.  It is important for districts to download any applicable extract files before they are deleted on July 28, 2020.

OAAP: Supported Operating System Updates & Requirements 2020-2021

Operating system plans for iPads and Chromebooks are being updated in an effort to align support requirements with changing technologies. If you district has any concerns about the requirements below, please contact Special Education Services.

Recommended 2020-21 Support - iPad: Retire support for iOS 10 and 11. Support iOS 12 and newer.

Recommended 2020-21 Support - Chromebook: Support Chrome 80 and newer.

Kite Educator Portal Password Reset: A system wide password reset will occur July 30, 2020. At the start of the new school year, users should select the Forgot Password link in Kite Educator Portal and enter their associated email address. The system will automatically generate an email with instructions on how to reset their password.


IDEA Financial Closeout Procedures

FY20 Closeouts opened June 15, 2020. Districts must perform a closeout for projects 617, 621, 623, 625, 641, and 642. Projects 613, 615, 616, 626, and 627 do not require a closeout. Closeouts must be completed online through the GMS and completed by September 1st. Closeouts cannot be performed until all submitted claims have been processed. Finance Reminder

The FY2021 Assurances and LEA Agreement are now available online. You can access the Assurances and LEA Agreement through the GMS. Assurances must be complete before the LEA Agreement. Both must be submitted by June 30, 2020. Should you have any questions please contact your finance specialist.


ESY Guidance

Even during a closure of normal school operations, Local Education Agencies (LEAs) must provide Extended School Year (ESY) services when a student’s IEP team has determined that the services are necessary to ensure FAPE. Leverage the Power of Community

We invite you to join the Special Education Distance Learning Community, a place to come together to trade stories, ask questions, and connect through shared experiences. Margaret Wheatley wrote, “There is no power for change greater than a community discovering what it cares about.”

This community of educators is also an outlet for sharing and acquiring adapted lessons and materials. By creating a repository of ideas, together, we can do more. We have added the Diversity and Culture Competency Category. The sharing form can be accessed at the Distance Learning Community Sharing Form (here). Books provide opportunities for meaningful perspective, rich insight and shared conversations. The DLC summer book club is a way to stay connected. We will explore cultural diversity in education within a blended format focused on sharing, exploring, and collaborating. Please let us know what book you would like to read by completing this survey.

COVID Assist Project 617​​

These funds are designed to aid districts in special education services with cost related to COVID 19. Districts must submit an online budget through the GMS no later than August 15, 2020. Funds must be used to supplement State, local, and other Federal funds. Possible uses may be tutoring, assistive technology, related services, professional development, stipends, supplies, equipment, and technology. For more information, contact your finance specialist.
