END OF YEAR DATA REMINDERS

1.     The due date for the end of year data submission is approaching! Submit and review your data reports in EdPlan by June 30, 2020…two weeks from today. At this time, nearly 300 districts have not entered any data in their District Summary Data page. Untimely submission is penalized, so please complete it as soon as possible.

2.     CLARIFICATION on submitting your district’s counts of initial consents and eligibility outcomes: When submitting Indicator 11 counts, districts must submit data on all initial evaluations, whether completed or not, that were initiated this school year. Example: parents give consent to evaluate in January, and the evaluation was due late March. Because of school closures, the new deadline was moved to mid-April. It could not be completed because of distance education, so is considered as a delayed evaluation. Report this as a late evaluation due to an “extreme event.” For all initial evaluations: if the consent was received this school year, report on the outcome this school year, whether completed yet or not. Do not wait to report until next year. Student information for incomplete evaluations must also be reported on the appropriate noncompliance spreadsheet.

Information Regarding Oklahoma House Bill 1228 & Oklahoma House Bill 2804

OSDE will support school districts as they implement the requirements of HB 1228 effective for the 2020-2021 school year and HB 2804 effective for the 2022-2023 school year.

Oklahoma House Bill 1228 was amended to require that all certified staff grades PK-12 be offered professional development on the characteristics of dyslexia, assessment, and appropriate interventions, as well as resources for students, families, and teachers.

OSDE-SES will have Professional Development modules that meet the criteria of HB 1228 available in the Pepper platform and the OK Edge platform later this summer. Additionally, the OSDE-SES department is available to provide a virtual PD session with your staff. For more information, please email Michele DeBerry, michele.deberry@sde.ok.gov.

Oklahoma House Bill 2804 requires that all kindergarten through third-grade students scoring below grade-level targets be screened for dyslexia using an approved screening tool. HB 2804 is effective beginning the 2022-2023 school year. OSDE will review screening materials and develop a list of tools to present to the OK State Board of Education for their approval by July 1, 2021. The review of materials will be sensitive to the cost for districts. Districts may use RSA funds for any costs, including necessary training, incurred.

This screening process will not be a diagnostic tool to identify a specific learning disability or special education eligibility. The process will help schools implement effective reading instruction and intervention targeting the student's specific area of need.

Leverage the Power of Community

We invite you to join the Special Education Distance Learning Community, a place to come together to trade stories, ask questions, and connect through shared experiences. Margaret Wheatley wrote, “There is no power for change greater than a community discovering what it cares about.”

This community of educators is also an outlet for sharing and acquiring adapted lessons and materials. By creating a repository of ideas, together, we can do more. We have added the Diversity and Culture Competency Category. The sharing form can be accessed at the Distance Learning Community Sharing Form (here). Distance Learning Community Spreadsheet (Material Access).

Books provide opportunities for meaningful perspective, rich insight and shared conversations. The DLC summer book club is a way to stay connected. We will explore cultural diversity in education within a blended format focused on sharing, exploring, and collaborating. Please let us know what book you would like to read by completing this survey.
